King County District (KCDC) Court Profile
KCDC is the largest and most technologically advanced Court of Limited Jurisdiction in the State of Washington. It currently processes approximately 200,000 matters per year with 25 elected judges and roughly 260 employees at 8 courthouse locations. The Court is a leader in many areas involving public safety and access to justice, including the use of problem-solving courts, jail-alternative programs, technology- and judge-managed probation services. Thirteen cities contract with King County for court services provided by KCDC.
 
 Position Summary
We are looking to fill one Senior Financial Business Analyst position. The purpose of this position is to improve and support the Court's Case Management system, and any other current or future system that will be deployed by the court. This position oversees the court’s banking operations, revenue reconciliation and accounts receivable audit functions. This role ensures financial accuracy, compliance and integrity of internal controls. The ideal candidate will work with the finance team to conduct analysis of existing financial business processes and tools; help improve and support our current systems from a financial standpoint and help build a future- state model in support of financial needs. In addition, this position may identify and implement continuous improvement processes in the efficient use of data assets. The Financial Business Analyst will work closely with the Budget Director and finance team.


Position Duties

  • Enter and maintain the accounting functions within the Case Management System including BARS numbers, general ledger accounting strings, statues and ordinances to ensure they meet the court’s statutory requirements including state and local governments.
  • Distribute revenue to the County and City Partners
  • Maintain and balance District Court banking accounts. Posts transactions and journal entries.
  • Perform revenue reconciliation, resolving discrepancies and ensuring the court’s revenue is accurately reported between systems. 
  • Comply with and prepare financial data and revenue reports including completing the court’s portion of the Annual Comprehensive Financial Report. 
  • Performs auditing of financial systems including the Trust Reports, responding to the State Auditor’s Office and completing the unclaimed property process
  • Responsible for the court’s credit card system implementation, managing user agreements, system issues, annual reporting and auditing.
  • Responsible for budgeting, monitoring, reviewing and projecting the court’s revenue
  • Manage daily banking transactions and monitor account activity for discrepancy. Perform monthly revenue reconciliations and resolve variances
  • Prepare and review audit documentation for internal and external auditors
  • Develop and maintain procedures to strengthen financial controls.
  • Collaborate with finance, operations teams and Administrative Office of the courts to ensure accurate reporting and financial information, from a financial perspective analyze and design system functionality
  • Map financial system requirements into functional specifications. Document findings, design financial system interfaces, and develop system integration test plans; propose efficiencies and business process improvement.
  • Monitor system functionality from a financial viewpoint. Troubleshoot, track, resolve and document financial system problems and issues. 
  • Establish change management processes. Facilitate financial system changes; identify, analyze, and prioritize financial system change requests; assess financial system-wide impacts of proposed changes.

Minimum Qualifications

  • Bachelor's degree and five years of experience in finance and financial analysis. Or an equivalent combination of education and demonstrated experience which provides the knowledge, skills, and abilities to successfully perform the responsibilities of the job.
  • Advanced knowledge and understanding of financial systems such as Oracle. Experience with financial practices, financial system integration and design, workflow analysis and process re-engineering preferably in a court system environment.
  • Working knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS), governmental accounting, accounting structure and operations of the Court and various financial and accounting principles with skills in auditing, internal control, and interpreting financial data.
  • Detail oriented, strong analytical skills, ability to identify discrepancies, investigate root causes and implement corrections, strong communication skills with ability to present findings to cross-functional teams and senior leadership, can work independently and manage multiple priorities 
  • Understand and apply federal, state, and local legislation working with the Administrative Office of the Court.
  • Analyze and translate financial requirements into financial system specifications and be able to implement them.
  • Create and maintain financial use cases, site maps, financial specifications, user interface specifications, release notes, and other financial system documentation as required.
  • An understanding of project management methodologies. Creativity and innovative thinking to find solutions to complex problems that balance short and long-term objectives.
  • Provide detailed analysis of new features/enhancements in response to financial requirements changes, conduct impact analysis, and specify functional and data changes required to meet new financial requirements.
  • Skill in using common desktop workflow tool, including but not limited to Microsoft Office Suite: Excel, Power Point, Visio, and Word.
  • Skill in handling multiple competing priorities and producing quality detailed work within tight time frames.

  • ANY combination of education and experience that demonstrates the ability to perform the Senior Financial Business Analyst duties and deliverables.

Other Qualifications

  • Work schedule: Regular, working a 40-hour workweek. Responsibilities occasionally may require working additional hours in order to meet deadlines. After hours, on-call support is required.
  • Physical DemandsWhile performing the duties of this job, the employee is regularly required to sit, talk or hear, and use hands to finger, handle, or feel. The employee is occasionally required to stand, walk, reach with hands and arms, stoop, kneel, crouch, or crawl, and move and/or lift up to 10 pounds. The vision abilities required to perform this position include close vision.
  • Working ConditionsWork is typically performed in an office environment with a moderate amount of noise (computers, printers, light traffic).  This role routinely uses standard office equipment.
