ORGANIZATION OVERVIEW

Covenant House California (CHC) is a nonprofit organization that provides sanctuary and support for youth overcoming homelessness, ages 18-24. CHC believes that no young person deserves to be homeless; that every young person in California deserves housing, food, clothing, education, and most importantly, to be loved. CHC provides a full continuum of services to meet the physical, emotional, educational, vocational, and spiritual well-being of young people.

In our Los Angeles location, which is our flagship site, we offer a full continuum of housing and support services to young people. Over the past 36 years, our services have grown and expanded, and we serve more than 900 young people every year.

As this position provides direct care to young people that are 18-24 years old, we require that applicants are at least 25 years old.

STARTING PAY: $99,200 � $124,000 annual salary

POSITION SUMMARY

The Director of Workforce Development provides leadership, strategic oversight, and operational management of CHC�s Hollywood Support Services Center. This new leadership role is responsible for ensuring high-quality, trauma-informed, and youth-centered educational, employment and support services that ensure compliance with funding requirements and driving program strategies that support youth in achieving safety, stability, and long-term success. All work in this area will be rolled out with a spirit of collaboration and commitment to partnership with site leaders and organizational partners, and designed from a strengths-based, culturally sensitive, trauma-informed lens.

Under the supervision of the Senior Vice President, the Director of Workforce Development will oversee operations and programming in the Support Center, as well as supervise outreach and employment staff. The Director of Workforce Development will ensure the delivery of services to all residents in accordance with CHC�s mission statement, Five Principles, Code of Conduct and CHC Policies and Procedures. The Director of Workforce Development will oversee the documentation services in ETO and HMIS, tracking program outcomes and data integrity, ensuring adherence to federal and private funding guidelines, and being an ambassador of CHC with the community at large.

The Director of Workforce Development will work in close partnership with site leadership to strengthen communication and collaboration between the residential, case management, and support center teams to best support all residents at CHC. The Director of Workforce Development will also work in concert with CHC�s Executive and Development teams to ensure that the site and agency fundraising objectives are met, and that CHC becomes a key member of the community we are a part of.

ESSENTIAL FUNCTIONS

  • Develop, implement, and oversee educational and employment services that reflect trauma-informed care, positive youth development, and support youth to make positive steps towards stability and independence.
  • Research, develop, and implement vocational training models, programs and curriculums that will promote career pathways for multiple vocational training tracks as well as pilot, roll-out and evaluate.
  • Identify and implement current best practices in youth education and employment.
  • Develop relationships and cultivate collaborations with existing and new community/organizational partners to design, implement, and sustain vocational training tracks, job placements, and career pathways.
  • Participate in the local workforce development eco-systems partnerships and planning activities.
  • Monitor program outcomes, data collection and documentation for accuracy, compliance, and reporting to funders and internal leadership.
  • Foster cross-departmental collaboration with site leadership and departments to strengthen communication and collaboration to best support all residents at CHC.
  • Facilitate weekly team meetings and supervision to build staff capacity and resilience, and to promote team building.
  • Hire, train, and supervise new key employment positions in support center- Lead Employment Specialist, Employment Specialist, and Peer Support Coordinator.
  • Provide direct supervision of outreach and problem-solving staff.
  • Build and promote a culture of workforce development amongst staff, young people and community at large.
  • Work collaboratively with the Training Director to provide and promote training and professional development opportunities for employment and outreach staff.
  • Analyze program trends, identify gaps in service, and make recommendations for improvement and innovation.
  • Support the organization�s mission, values, and goals through culturally responsive leadership and inclusive practices.
  • Lead quality assurance and continuous improvement efforts alongside SVP and QA team members.

JOB REQUIREMENTS:

EDUCATION: Master�s Degree and/or Bachelor�s degree preferred in human services, arts, education, organizational leadership, or related field or equivalent experience in workforce development programs. High School Diploma or equivalent required.

EXPERIENCE: Minimum 5 years of progressive leadership experience in workforce development programs, preferably with youth ages 18-24. Must be able to recruit, secure, and cultivate partnerships with external job and workforce agencies. Proven ability to lead teams, manage complex systems, and support diverse populations. Exceptional organizational, communication, and problem-solving skills.

SKILLS: Experience developing and delivering educational and employment resources, trainings, and curriculum for groups via in-person, virtual and learning management system delivery. Must be well organized and have strong verbal and written communication skills. Must be computer literate (Word, Outlook, Excel, PowerPoint etc.) A self-starter with the ability to collaborate with other staff members, HR team, young people/residents, vendors, and the community.

KNOWLEDGE/TRAINING: Working knowledge of federal, state, and local workforce development funding streams. Strong knowledge of community resources, housing systems, and public benefits.

TRAVEL / TRANSPORTATION: Must have a valid CA driver�s license and good driving record. May need to transport clients/staff if required using agency transportation.

WORKING CONDITIONS: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. General business/office/shelter environment. Must be able to lift up to 40 lbs. on occasion, bend, sit and stand for prolonged periods of time. As the shelter is a 24/7 operation, some non-traditional hours on weekends and evenings to attend and/or facilitate activities such as meetings and trainings may be required as a condition of employment.

SUPERVISORY DUTIES: Direct and indirect supervision duties for approximately six (6) employees on the Workforce Development Team. Support an on-call rotation based on the region most adjacent to where employee resides.

EQUIPMENT USED: Telephones, handheld two communication radios, computers, computer peripherals, and basic word processing, email, and internet programs.

MISCELLANEOUS: Because we serve young people aged 18-24, we require that all candidates are at least 25 years of age.
