WHAT YOU’LL BE DOING:
As a ROW Specialist II, you’ll take the lead on right-of-way acquisition, management, and compliance activities with minimal supervision. Building on the foundational skills of a ROW Specialist I, you’ll demonstrate advanced expertise in title research, ROW processes, regulations, and stakeholder coordination. You’ll handle complex title investigations, negotiate with property owners, ensure regulatory compliance, and mentor junior staff—playing a key role in keeping projects moving forward smoothly and successfully.
Once selected to join our team, you will:
- Conduct thorough research and analysis of property records, deeds, plats, and related documents to support ROW acquisition and management.
- Prepare, review, and process ROW documentation (easements, agreements, permits) with accuracy and compliance to company and regulatory standards.
- Lead negotiations with property owners and stakeholders, addressing concerns and providing solutions.
- Collaborate with surveyors, engineers, legal teams, and external agencies to meet project requirements.
- Ensure compliance with local, state, and federal regulations, recommending process improvements as needed.
- Maintain organized and current project files.
- Prepare detailed reports and presentations for project updates and stakeholder meetings.
- Serve as a professional point of contact for property owners, government agencies, and other stakeholders.
- Conduct field visits to assess ROW conditions and oversee implementation.
- Mentor and guide ROW Specialist I staff, sharing knowledge and best practices.
- Perform other duties as assigned
KEY QUALIFICATIONS:
KNOWLEDGE:
- Title research expertise (required).
- Strong understanding of real estate principles, property law, and ROW acquisition processes.
- Familiarity with public sector ROW processes and state DOT procedures.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook); GIS/mapping software experience is a plus.
SKILLS:
- Excellent organizational, negotiation, and communication skills.
- Strong attention to detail and accuracy.
- Ability to work independently and manage multiple projects under deadlines.
- Willingness to travel to project sites as needed.
EXPERIENCE:
- 2–5 years of experience in title, right-of-way, real estate, or related fields.
- Experience handling complex ROW transactions and stakeholder negotiations.
EDUCATION:
- Bachelor’s degree in real estate, business administration, public administration, or related field preferred; equivalent experience will be considered.
Licenses/Certifications:
- Membership or coursework with professional ROW organizations (e.g., International Right of Way Association – IRWA) preferred.
