Position Overview

Chartis Federal is seeking a GIS Specialist to support a key federal client in the area of emergency communications and critical infrastructure analysis. This role is essential to enhancing preparedness, response, and recovery efforts by delivering accurate and timely geospatial data and mapping solutions.


The GIS Specialist will provide SETA SME-level GIS analytics, CAD support, and Microsoft Office product expertise during operational periods, including response activations. Responsibilities include maintaining the client’s data analytics tools, managing live data feeds from federal and state sources, and delivering accurate mapping and data visualization in real time to inform leadership decisions. This role is primarily hybrid but requires up to 10% travel to support client missions, along with the flexibility to support after-hours or weekend operations during critical events.


Responsibilities


Operational Support & Response

  • Provide real-time GIS analytics and mapping  support during client response and recovery operations.
  • Maintain, update, and modify response locations in support of client missions.
  • Coordinate with client Points of Contact (POCs) to create and manage ArcGIS maps that integrate hazards, risks, and      infrastructure data.
  • Ensure availability and accuracy of live data feeds from federal, state, and national-level sources.

Data Collection & Analysis

  • Collect communications critical infrastructure (CCI) data across all 56 U.S. states and territories.
  • Perform quality assurance on GIS datasets and graphic outputs.
  • Analyze geospatial data derived from surveys, aerial imagery, and satellite feeds to support decision-making.
  • Develop dashboards, databases, and visual reports for client stakeholders.

Technical & Project Support

  • Provide SME-level expertise in ArcGIS, CAD, and Microsoft Office tools.
  • Assist in project and task management activities, ensuring accuracy, timeliness, and compliance with client standards.
  • Research and prepare GIS-based maps and spatial data for legal, social, political, and emergency management purposes.
  • Contribute to documentation, reports, and internal/external deliverables.

Requirements

  • Proficiency with ArcGIS and GIS-based data analysis.
  • Strong  problem-solving and technical writing skills.
  • Excellent verbal and written communication skills with the ability to present data clearly to diverse audiences.
  • Flexibility to support evenings and weekends during active response events.
  • Bachelor’s degree with at least 4 years of relevant experience. 

Preferred:

  • Experience supporting a federal client in the areas of emergency management, disaster response, or communications.
  • Familiarity with CAD applications and geospatial data integration tools.
  • Background in developing algorithms, data structures, or user interfaces for GIS/mapping systems.
  • Bachelor’s degree in Geography, GIS, Environmental Science, or a related field.
