Finance & Accounting Analyst 1– Accounts Receivable 

Location: 14 S Fort Harrison, 3rd Floor, Clearwater, FL 33756

Schedule: Some remote work after training

This role involves performing advanced, professional, and complex Accounts Receivable work, encompassing both fiscal analysis and financial accounting within a multi-fund/multi-account environment using an accounts receivable ERP system. It supports the Accounts Receivable operations for multiple agencies and departments, providing centralized and comprehensive services related to cash, receivables, and revenue. Key responsibilities include maintaining, reviewing, processing, and analyzing revenue and receipts records, along with significant customer contact with other departments and internal staff. This position’s responsibilities also involve providing training and guidance on daily transaction processing in the ERP system, including specific year-end requirements. Additionally, it entails researching, analyzing, and reconciling accounting discrepancies to ensure all transactions comply with federal, state, and local laws, rules, and regulations. 

What Would You Do?

  • Reviews and approves receipt registers and remote deposits.  

  • Creates adjustments and credit memos in support of internal and external departments. 

  • Creates journal entries and accounts payable templates to process transactions in the ERP system. 

  • Reviews fee schedules, contracts, and agreements to ensure proper billing for all departments. 

  • Conducts risk-based quality audit and review of revenue receipts for larger, more complex departments. 

  • Reconciles various accounts and subledgers and completes research to resolve variances as necessary. 

  • Completes the Accounts Receivable month-end closing process in the ERP system.  

  • Prepares and ensures the integrity, accuracy, and timeliness of monthly and quarterly tax filings. 

  • Works with external auditors, internal auditors, and professionals during the audit process. 

  • Serves as a key team member in producing comprehensive finance, accounting, analytics, and reports. 

  • Prepares and analyzes reports of complex financial records involving revenue, adjustments, and corrections within the Oracle application. 

  • Researches, develops, and recommends improvements to enhance system processes related to revenue and receivables.  

  • Identifies opportunities to maximize the accounting system and take a lead role in testing product updates and enhancements. 

  • Provides technical supervision to staff responsible for maintaining and compiling spreadsheets, tracking incoming revenue, auditing daily deposits, reconciliations, preparing daily deposits, and other related duties. 

  • Responds to more complex and difficult inquiries from internal teams, external agencies, and auditors. 

  • Assists in updating and developing policies and procedures to ensure the adequacy of accounting controls to permit preparation of financial statements in accordance with generally accepted accounting principles. 

  • Presents policies, procedures, and training programs to internal and external departments and staff. 

  • Reviews revenue and receivables to ensure all transactions are recorded consistent with federal, state, and local laws, rules, and regulations. 

  • Maintains the integrity and accuracy of revenue-related financial information recorded in the General Ledger and the Annual Financial Report. 

  • Assists in maintaining internal accounting controls, system security controls, and in developing procedures for new processes. 

  • Performs other related duties as assigned to support organizational objectives. 

 

What Do you Need To Have?

Education and Experience

  • A minimum of six (6) years of experience in governmental accounting, bookkeeping, purchasing, or finance support, including practical use of computer equipment; OR 

  • An associate’s degree in accounting, finance, business, or a related field, accompanied by four (4) years of professional experience in a highly automated computerized accounting system; OR 

  • A bachelor’s degree in one of the fields mentioned above, accompanied by two (2) years of relevant experience; OR 

  • Master’s degree in one of the fields mentioned above, accompanied by one (1) year of relevant experience; OR 

  • An equivalent combination of education, training, and/or experience. 

 

Highly Desirable

  • Experience with an accounting ERP system. 

  • Proficient in Microsoft Office products with intermediate or higher-level experience in Excel. Experience should include the ability in Excel to create and analyze pivot tables, sort, filter, query, and use logical and text functions (e.g. IF, LEFT, MID, CONCAT, VLOOKUP). 

  • Experience with multi-fund, mid-sized county government accounting along with an understanding of the principles of treasury management and revenue control. 

  • Extensive analytical skills to ensure accuracy and integrity of transactions. 

 

Knowledge, Skills, and Abilities

  • Knowledge and mastery of the most advanced accounts receivable business practices and procedures including accounting systems, regulations and source documents such as expenditure, revenue, general ledger, and the interrelationship of internal and external record-keeping systems. 

  • Ability to perform a wide variety of challenging and responsible financial and accounting duties involving a broad range of technical, complex, and/or specialized transactions that encompasses the review and consolidation of records from multiple sources, reports, abstracts, and other accounting documents. 

  • Ability to independently analyze and comprehend complex accounting and financial data to be able to draw logical conclusions and identify accounting trends.  

  • Knowledge of generally accepted accounting principles, particularly as applied to governmental accounting and financial reporting. 

  • Advanced skills on all Microsoft Office programs: Excel, Word, Outlook, and Teams with the ability to operate other computer-based applications and software for research, data and report analysis and presentations, as well as large scale data and statistical evaluation. 

  • Knowledge of highly complex and advanced financial reporting and governmental accounting practices including financial accounting, fund organization, audit methodology, terminology, and standards in a large multi-fund environment. 

  • Knowledge of applicable laws, rules, regulations, polices, and procedures relevant to the Treasury and Revenue Management department.  

  • Knowledge of any computerized governmental finance management systems. 

  • Ability to administer a coordinated system of financial reporting and compliance to meet regulatory requirements and the needs of internal and external interests. 

  • Ability to build effective working relationships inside and outside the organization.   

  •  Excellent skill in organizing, leading, and motivating team members to complete projects and activities that exceed business objectives. 

  •  Ability to communicate effectively both verbally and in writing in order to present ideas, findings, and recommendations in a clear and concise manner. 

  •  Highly analytical, detail oriented, and able to pinpoint discrepancies immediately.   

  •  Ability to prepare account analysis and reconciliation and determine courses of action to resolve finance and accounting problems. 

  •  Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
