Description
Reports to the Center Director. Directly supervises the admissions counselors, and may include career transition specialists, and OA/CTS secretary in compliance with government and management directives. Responsible for the daily operation of the outreach, and admissions and may include career transition functions, oversight responsibility for career development services, and student records departments, in compliance with government and management directives.
Administration Procedures
· Plan, coordinate, and supervise the career development system's administrative and outreach, admissions, and career transition services.
· Provide staff training, evaluate staff performance and implement departmental changes as approved by the center director and coordinated with the manager, and human resources before implementation.
· Assist the center director in the preparation of the departmental budget; monitor/control expenditures; review and recommend changes to budget authorizations.
· Assist in developing and implementing new and revised policies and procedures affecting outreach, admissions, and placement functions.
· Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services to students. Prepare related reports.
· Ensure timely and accurate submission of proper documentation of potential students and review with appropriate representatives and government offices.
· Develop and maintain multimedia materials for outreach and recruitment to include but not be limited to brochures, posters, slide shows, and public service announcements.
· Conduct innovative outreach activities including public speaking, recruiting for onsite tours and conducting a pre-enrollment orientation program for potential enrollees.
· Verify eligibility for enrollment in Job Corps; maintain accountability logs of applications taken, numbers of eligible students departed, and quota attainment; submit logs for DOL review/approval.
· Provide oversight of career development services to ensure they are providing service which includes but is not limited to initial placement, periodic correspondence, and referral to other support and family services.
· Personally, contact employers to develop job opportunities; develop lasting relationships to help provide better career transition period services.
· Coordinate and maintain communications between career development services, student records, and OA/CTS with other departments about center input and placement needs.
· Ensure case notes are entered monthly for every student, as assigned, who is eligible for placement services.
· Participate in local workforce investment board and one-stop center meetings.
· Participate in the industry advisory council.
· Maintain linkage with the community relation council.
· Cultivate and maintain a climate in the center which is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn.
· Participate in student employability programs and activities.
· Support, promote, and enforce the Job Corps' Zero Tolerance Policy.
· Promote the development of Career Success Standards by modeling appropriate behaviors, mentoring students where necessary and monitoring both positive and negative behaviors through interventions.
· Maintain accountability of staff, students, and property; adhere to safety practices.
Effective Communication
· Presents information clearly and concisely and regularly confirms correct interpretation.
· Very high standard of communication skills both written and oral for the presentation of facts and ideas.
· Written communication must be clear, concise, and easy to read and comprehend.

Requirements
Qualifications
Excellent written and verbal communication skills.
Proficiency with advanced Microsoft Office applications including Word, PowerPoint, and Excel.
Experience
Bachelor's degree in human services, psychology, counseling, education, social science, business, communications, or closely related field, and two years related supervisory experience; or Associate's degree and four years related supervisory experience required.
