Job Description:

Function of Work

This position is in the Office of Human Resource Management and serves the LSU at Alexandria Campus serving faculty, unclassified, classified, student employees and general public. This position receives broad direction from the Director of HRM and is responsible for prioritizing work and carrying it to completion. Requirements include performing multiple tasks simultaneously and resolving problems of varying complexities. This position requires proficiency in Microsoft Word, Excel and the Internet.

Duties and Responsibilities

40% Maintaining Positions

Responsible for the processing of all forms (appointment forms, I-9, Retirement Election Form, etc.) for classified, unclassified, and faculty employees.  Communicates with departments regarding aspects (rate of pay, length of appointment, account number) of appointment.  Verifying employment eligibility as required by Department of Justice and registration of Selective Service.

Verifies and loads some additional compensation for faculty, unclassified and classified employees.  

Responsible for processing and transmitting of all business processes for continuing and/or separating adjunct faculty members.

Responsible for the preparation, processing, transmittal and review of all business processes including appointments, merit increases, promotions, etc. for classified, faculty and unclassified employees. Ensures successful loading of all forms and verifies the validity of all forms processed

Responsible for the physical organization of new faculty, unclassified, classified, and part-time employee folders, verifying that each employee has submitted all pertinent documents. Notified departments when necessary documents are not provided. Audits the maintenance of personnel records.

Responsible for the advertising and hiring process for classified, unclassified, and faculty employees. Including posting vacancy announcements the Civil Service Job Search, and LSUA website for classified employees. Posting of unclassified and faculty positions on the LSUA website as well as various newspapers and websites.

Obtains civil service lists of eligibility for classified employees via Civil Service System.  Reviews applications to determine eligibility. Responsible for the review of job descriptions for all Classified and Unclassified employees. Monitors hiring practices to ensure compliance with state and federal laws. Verifies each posting is in accordance with EEO compliances. Accepts and screens applications. Verifies eligibility of selected applicants.

Responsible for the verification, preparation and distribution of employment verifications.

15% Student Workers

               

Responsible for the maintenance of all campus student workers in Workday; including hires, updates, transfers, work-study allotments, terminations, etc.

15% Benefits

Responsible for the administration of all insurance programs for campus employees, dependents and retirees.  Provides information and answer questions or concerns regarding insurance and retirement (including OGB, LSU First, Supplemental Insurances, LASERS, TRSL, three ORPs, Deferred Compensation, Social Security and tax deferred annuities programs). Acts as coordinator between insurance companies and/or retirement agencies and employees to solve problems and ensure that benefit options are adequately explained to all employees.

Responsible for all insurance paperwork submitted by LSUA for accuracy and compliance to state and federal laws.  This includes hospitalization, life insurance, accidental death and dismemberment, disability, vision, dental, and any other supplemental plan.

Maintains administrative contacts with the appropriate agencies of the benefits program to ensure efficient and accurate delivery of current information and provide prompt resolution of problems associated with the various benefit programs.

Coordinates the Annual Benefits Fair during open enrollment and other benefits seminars/meetings.  Provides direction for handling other special programs/projects as assigned.

10% Planning & Performance Evaluation

Responsible for the maintenance of the LSUA Performance Evaluation System. Verifies that each classified employee has received a planning and review session as per Civil Service chapter 10 rules.  Informs supervisor and employees of their rights and responsibilities pertaining to the PES program.  Audits complete PES sessions for compliance to Civil Service Rules and Regulations.  Assists department heads in proper procedure for preparing and performing the Evaluation sessions.

10% Miscellaneous

Answers questions, clarifies and interprets Civil Service rules and regulations. Provides assistance to departments regarding the Civil Service system.  Handles problems and provides interpretation of agency policies and procedures, state and federal law and payroll.

Assists the Director in making broad policies and utilization of staff, budget matters and policy and procedures in the Office of Human Resources.

Answer questions regarding payroll for faculty (full-time and part-time), unclassified, classified, transients and students.

Assist with the training and duty assignments of student workers in the HRM office.

Assists the director with the coordination of the agency drug-testing program at LSUA.

Other duties as assigned.

5% Worker’s Compensation

Assist Human Resource Director with Worker’s Compensation Program. File accident reports, update files, maintain monthly reporting and loss time.

5%  Orientation

Assist Human Resource Director with new employee orientation.

Processes the full range of personnel and payroll actions needed to complete appointments, merit increases, promotions, transfers, separations, etc.

Collects and compiles statistical data required to prepare reports.

Provides assistance to agency personnel on routine or limited Civil Service rules, Federal and State laws, and department policies and procedures in assigned areas.

Assists supervisors and managers by providing routine information relative to the performance appraisal system. Provides notification of deadlines for completion of appraisal process and follows up to ensure target dates are met.

Schedules employees for required training courses. Monitors and maintains records of completed course work.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
