POSITION SUMMARY:
This position serves as Emergency Management and Facility Specialist for the Department of Community Resources and Services (DCRS). This position will work across each of the eight offices within DCRS and its administration to identify the needs of its vulnerable populations and communities. Provides guidance, outreach, and training to increase the capacity of the community to prepare for and sustain during disasters and emergencies. Provides guidance and training to DCRS staff to prepare for roles and duties during disasters and emergencies. Performs security assessments and inspections, and monitors all DCRS facilities to ensure the safety of all staff and customers using those facilities. During times of designated emergencies the Specialist will serve as lead staff and liaison to the Howard County Office of Emergency Management (OEM) for the coordination of the department’s designated County Coordinating Functions (CCF).

CLASS DESCRIPTION:
Performs professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes carrying out administrative and technical tasks related to administrative support, public information and purchasing.
Position Duties
Include the following. Other related duties may be assigned.
- Serves as Emergency Management Specialist for the Department providing staff safety trainings, resources and support planning, building safety assessments and remediation.
- Works with County Office of Emergency Management personnel to coordinate DCRS’ role in County Government emergency response.
- Serves as an Essential / Emergency Employee and staffs the Emergency Operations Center (EOC) when activated.
- Coordinates and manages departmental emergency operations through the Emergency Operations Center.
- Coordinates community planning, training, and strategy implementation to reduce individual and community vulnerability.
- Monitors and maintains focus on sub-groups such as those in assisted living facilities, persons with disabilities, veterans, older adults, or other vulnerable individuals that are particularly at risk when environmental change is projected to occur.
- Facilitates community capacity building, outreach and education to assist communities in preparing for and self-sustaining through a variety of emergency conditions.
- Serves as a liaison to county agencies, non-profit organizations, community partners, and other stakeholders in creating a "no wrong door" approach to engaging communities around vulnerability assessments and emergency preparedness coordination and response efforts.
- Requires a flexible work schedule to attend community functions, work with allied organizations, and participate in active emergency operations.
- Maintains the Department vehicle fleet and interacts with County agencies for service and maintenance. Regularly stocks the vehicles with all necessary safety equipment and oversees the loaning of the vehicles to staff.
- Maintains and updates all Emergency Management documents including, but not limited to Continuity of Government, Continuity of Operations, Shelter Concept of Operations, Disaster Assistance Center, and Community Resources Operations Center plans Emergency Action Plans, and Emergency Evacuation Maps.
- Participates with OEM in planning and maintaining County-wide Emergency Management documents including but not limited to temporary overnight sheltering SOPs and guidelines and Extreme Temperature plans
- Works on a year-round basis with staff to coordinate self-care classes focused on equipping community members with effective strategies for preparing themselves for emergencies conditions.
- Arranges for classes that embed emergency preparedness into ongoing training provided to community service agencies.
- Integrates emergency preparedness into long range priorities developed by the Department and its Offices.
- Maintains inventory of supplies and materials for Emergency Management functions, including but not limited to: emergency shelter supplies, PPE, radio communication equipment.
- Draft policies and procedures, grant proposals, memoranda of understanding, and other technical documents.
- Provides logistical support for large department-wide events including traffic control, risk assessment and event permitting.
- Serves a liaison with the Bureau of Facilities and property management for building maintenance issues.
- Works with County Security personnel to ensure security guard coverage for applicable DCRS facilities both during normal and extended hours of operation.
- Participates in DCRS Facility safety inspections.
- Participates in activities related to Emergency Management as requested, including work outside normal business hours.
SUPERVISORY RESPONSIBILITIES:
This position currently has no supervisory responsibilities.
Minimum Qualifications
Bachelor's Degree and one (1) year related experience or equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
Working knowledge of emergency management principles.
Local emergency management experience.
Project management and planning experience.
Strong group facilitation skills.
Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.
Proficiency in virtual platforms and use of technology for human services delivery.
