OBJECTIVE

Under general direction of the City Engineer, this position performs highly skilled professional engineering work and advanced technical expertise in the management and delivery of public works construction projects which support public and private development.

RELATIONSHIP

Reports to: City Engineer.

Has no supervisory responsibilities. but may provide general direction to staff Engineers, Engineering Technicians, and interns. Provides oversight and direction to consultants and external project teams (i.e. architects, engineers, designers, and vendors).

Has regular work contact with City appointed officials, Department, Division, and Office Heads, City employees, developers, consultants, contractors, engineers, utility companies, residents, outside governmental agencies, suppliers, vendors, local media and the general public.

Position Duties

  1. Prepares or supervises contractual preparation of bid documents, engineering plans, specifications, cost estimates, feasibility reports, and documentation of public works projects, including stormwater management and transportation.
  2. Leads professional design and construction teams, including internal and external engineers, technicians, and consultants, to develop and deliver complex and consequential public works infrastructure projects.
  3. Project management, including contract administration, quantity documentation, budgeting, estimating, scheduling, reviewing contract proposals, and recommending contract awards.
  4. Reviews private development projects to maintain compliance with federal, state, and city regulations, statutes, and ordinances regarding public improvement projects, stormwater management, and transportation projects. 
  5. Supports the City’s economic development initiatives through planning, study, design, and implementation of public infrastructure (i.e. streets, utilities, and stormwater management) to facilitate residential, commercial, and industrial development.
  6. Prepares or causes to be prepared, engineering plans, specifications, and coordinate bidding of construction of municipal public works projects, including required advertising, review of construction bids, compilation of bid results, competency of vendor, and compliance with other selection criteria
  7. Conducts pre-construction conferences on specific projects.
  8. Prepares and submits compliance reports to various state and federal agencies; maintains daily work records and other records; keeps current with state or federally-mandated regulations.
  9. Conducts investigations of public improvements and private construction projects, including review and approval of change orders or onsite modifications; completes reports of engineering issues; resolves or recommends resolutions to engineering issues to the City Engineer.
  10. Directs tasks of Engineering Technicians on projects and surveys.
  11. Reviews and approves contractor and City work schedule to ensure projects are completed on time and on budget.
  12. Receives and responds to inquiries and concerns from residents regarding construction, planning, or design of public or private development projects or public works activities.
  13. Prepares plans for approved State and Federally funded highway projects and works with consultants to deliver final product.
  14. Reviews and approves new plats, surveys, and plans for compliance with specifications and adopted City requirements.
  15. Represents the City in meetings and interacts with federal, state, and local governmental bodies, officials, community groups, the public, and various trade associations; prepares and makes presentations.
  16. Prepares feasibility studies, environmental statements, design investigations, and other reports.
  17. Confers with residents, property owners, and utility companies to answer inquiries, concerns, and complaints regarding new development and existing development.
  18. Assists with the preparation and monitoring of project budgets.
  19. Drafts proposed ordinances as necessary for assigned engineering projects.
  20. Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices.
  21. Performs other special projects and other job duties as assigned or required during regular and non-business hours.
  22. All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated.

Minimum Qualifications

The requirements listed below are necessary to perform the essential duties of this position.

Education and Experience 

  1. Graduation from an accredited college or university with a bachelor’s degree in civil engineering, environmental engineering, biological systems engineering or related field is required.
  2. Minimum of five (5) years of progressively responsible experience in civil engineering project management, planning, and designs is required.
  3. Registered as a professional engineer in the State of Wisconsin or ability to obtain licensure reciprocity within three (3) months of hire or promotion is required; or, Certification in Stormwater Management through the American Public Works Association is required.
  4. A valid state-issued driver’s license at time of hire or promotion is required.

A combination of equivalent experience, education, or professional training that provides the necessary knowledge, skills, and abilities to successfully perform the essential functions of the position as determined by the Human Resources Office may be considered in lieu of minimum requirements.  

Other Qualifications

For successful performance in this position, the incumbent will need to demonstrate the following knowledge, skills, abilities, and behaviors.

Knowledge:

  1. Thorough knowledge of the principles and practices of modern civil engineering administration.
  2. Thorough knowledge of Federal, State and City codes, ordinances, laws, statutes, and regulations governing civil engineering operations.
  3. Thorough knowledge of the principals, practices, and methods of surveying, staking, land use, construction regulation, inspection, and related construction inspection procedures, materials, equipment, and methods.
  4. Thorough knowledge of principles and practices of highway, traffic, sanitary sewer collection systems, water distribution systems, environmental, stormwater management, hydraulic, or structural engineering.
  5. Thorough knowledge of engineering mathematics, principles, and concepts.
  6. Working knowledge of standard analytical and research methodologies and statistical procedures.
  7. General knowledge of AutoCAD, Civil 3-D software, and ESRI ArcGIS software.
  8. General knowledge of construction equipment and their proper usage and capabilities.
  9. Working knowledge of the occupational hazards of the work and the necessary safety precautions.
  10. Thorough knowledge of designing, estimating, and planning projects.

City vehicle, machinery and equipment including computers and other standard office machines, phones, printers, plotters, copiers, scanners, CAD software, GIS and Asset management software and applications.

While performing the duties of this job, the employee regularly works in an office environment.  On occasion, an employee in this position may provide support duties in the field.  An individual in this position is frequently involved in sedentary work, which requires sitting most of the time. This position occasionally walks, stands, stoops, kneels, crouches, crawls, and exerts up to 50 pounds of force by lifting, carrying, pushing, pulling, or otherwise moving objects. The employee is frequently required to see/observe, talk/speak, and listen/hear; use their hands to finger, handle, feel or operate objects and equipment; repetitive arm, wrist, hand, and eye movements are included. There is frequent twisting, reaching, wrist turning, and grasping. The employee may be required to climb or balance.  

This job's specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.   Hand-eye coordination is necessary to operate computers and various pieces of equipment. An employee is required to use cognitive ability to reason, analyze and verbalize thoughts and ideas.  Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials, or tasks.

The employee will spend the majority of the working day inside speaking with other employees or members of the public. The employee may, on occasion, be exposed to outside weather conditions, including inclement weather, extreme heat, and extreme cold.  The employee may work near moving mechanical parts in precarious places; and may be exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee may need to travel over rough, uneven, or rocky surfaces.

The working conditions in the office are comfortable. The noise level is generally quiet to moderately noisy. 

A regular 40-hour work schedule is required of this position; however, at times, this position is expected to work additional hours to ensure projects and critical work assignments are completed.

For purposes of drug and alcohol testing, this position is not classified as safety sensitive.
