Specific Working Conditions: 

The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium.

No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.

The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.

For all Level-of-Effort and Completion-Type requests processed outside of the IWC Value Stream, and for which the contractor will not be reimbursed directly by CDT for travel expenses, additional travel funding shall be allocated on a Not-to-exceed basis when the yearly Option is exercised.

Duties and Role

1. INTRODUCTION

The Cyber and Digital Transformation Division (CDT) is the principal institutional engine to advance the Alliance’s agenda on cyber defence, digital transformation, and hybrid resilience. In its role as the NATO Chief Information Officer (CIO) function it brings Information and Communications Technology (ICT) coherence across NATO Enterprise’s civil and military bodies. The CDT provides Enterprise oversight on cybersecurity issues, and, in close coordination with all relevant NATO civil and military bodies, works towards the continual improvement of the cyber hygiene and cybersecurity posture in the NATO Enterprise.

The CDT has projects funded via both civil and military budgets allocated to enable the division discharge the responsibilities above. The projects are managed by the CDT Portfolio Team. The incumbent will support the CDT Portfolio Team for efficiently handling a wide range of administrative and organizational support duties in support of the portfolio and project management and tracking in order to ensure the smooth operation of the division.

2. TASKS

The contracted individual must be able to perform effectively and efficiently with minimal supervision the following tasks:

  • Support to the Portfolio Team to lead the budget execution against each project, financial planning, reporting and coordination, between internal and external stakeholders
  • Develop, manage and monitor programs of works related to Digital transformation and Cyber Security;
  • Identify potential projects merging with operational benefits and economy of scales;
  • Reviews, tracks, and oversight of the project plans and progress with focus on resources and budget management;
  • Develop risk management tracking and provide in time mitigating actions and solutions;
  • Ensure alignment and coherence among projects throughout their development and deliverables;
  • Contribute and maintain portfolio management dashboards;
  • Prepare draft analysis and reports on portfolio management;
  • Attend related meetings on the planning and execution of selected projects;
  • Deliver Project Management solutions across all related projects and initiatives;
  • Performs any other tasks as directed by the members of the Portfolio management team, under the supervision of Portfolio Manager.

3. LOCATION OF DUTY

The work will be executed at the NATO HQ offices in Brussels, Belgium. The incumbent is expected to work Full Time on-site 5 days a week (a limited amount of teleworking might be granted).

4. TIMELINES

The services of the contractor are required for the period starting 1 November 2025 until 31 December 2025 to be extended on a yearly basis. Under the current framework contract, a contract extension is possible for the calendar years 2026 and 2027. Future contract extensions are subject to performance of the contractor availability of budget and related NATO regulations.

5. SPECIFIC WORKING CONDITIONS

Secure environment in an open space area with standard working hours.

6. TRAVEL

Occasional business travel may be required in NATO Allied countries. Travel expenses to be reimbursed by NATO in addition to the hourly rate.

Travel arrangements will be the responsibility of the contractor and the expenses will be reimbursed in accordance with Article 5.5 of AAS Framework Contract and within the limits of the NCIA Travel Directive

7. SECURITY AND NON-DISCLOSURE AGREEMENT

The contractor must be in possession of a security clearance at NATO S*CRET level at the time of hiring.

A signed Non-Disclosure Agreement will be required.

Requirements

  • A master degree from a university or establishment of similar standing;
  • At least 15 years of professional experience in Enterprise or large international organization environments;
  • Extensive knowledge of Microsoft Office (in particular Excel) and Power BI;
  • Proven experience in working with ERP systems;
  • The ability to draft clear and concise analysis, reports and briefings, in particular related to Portfolio management matters;
  • Knowledge of the concepts, principles and practices of large and complex Portfolio of program of works;
  • Proven experience in managing defence industry projects;
  • Proven experience in Procure to Pay (P2P) acquisition rules and industry large tenders;
  • Proven experience in detailed analysis of data using Power BI and Excel;
  • Proven experience in Project Management.

Desirable:

  • Experience within NATO or a large international organisation;
  • Knowledge of NATO specific regulations and reporting tools to portfolio and budget management;
  • Experience with operation of multiple project budgets and enterprise resource planning (ERP).
