About the Role:
The Water and Land Resources Division has an exciting opportunity for a Senior HR Analyst to join our team. We are looking for an experienced human resource professional to provide comprehensive human resource business partner support, with a primary focus on protected leave management. The ideal candidate will be dedicated to delivering exceptional customer service in a dynamic and diverse environment, collaborating closely with hiring managers on their recruitment efforts, addressing HR challenges, and ensuring staffing needs are met. Additionally, the candidate will drive innovation and process improvements to enhance overall HR operations.
About the Division:
Position Duties
What You Will Be Doing:
- Serve as Protected Leaves Management Administrator. Determine eligibility for FMLA/KCFML/PPL; Consult with employees and management, track leave usage, and coordinate with payroll to ensure accurate coding and manage leave donations.
- Partner with Disability Services to administer the interactive/accommodations process. Facilitate meetings with leadership and other internal agencies for the reassignment and/or medical separation process.
- Develop, conduct, monitor, and oversee fair, objective, and equitable recruitment and selection processes. Provide recruitment and hiring support to hiring managers throughout the division. Ensure compliance with Title VII, ADA, and other nondiscrimination laws, practices, and policies when administering employment processes.
- Conduct or coordinate applicant screening, testing, and interview processes. Train interviewers on effective, legal, and unbiased interview practices. Develop and administer merit-based selection materials including recruitment plans, job-related exams, interview questions, and related rating criteria.
- Advise management and staff regarding classification, compensation, employment issues, compliance with union contracts, county code, employment law, and other applicable policies and procedures.
- Utilize tools such as Word, Excel, SharePoint, NeoGov, Peoplesoft, and background and reference check systems to create and maintain documents, spreadsheets, tracking tools, and recruitment and selection processes.
Minimum Qualifications
Qualifications You Bring:
- Increasingly responsible experience processing and managing protected leaves, including disability accommodation requests and the Family and Medical Leave Act.
- Increasingly responsible human resource generalist experience, with a strong emphasis on full cycle recruiting experience. Experience must demonstrate a working knowledge of state and federal discrimination law, general employment principles, and general labor law related to designing and administering selection processes, advice, and decisions.
- Experience advising, coaching, and training managers and supervisors in HR business processes and providing recruitment and hiring support to hiring managers and recruitment teams.
- Skill in effective time management and the ability to work daily in a fast-paced environment with multiple competing priorities and sensitive situations.
- Intermediate skills using Human Resource Information Systems and Applicant Tracking Systems (e.g., PeopleSoft, NeoGov).
- Intermediate skills using Microsoft programs for document and spreadsheet production, presentation development, project management, and data analysis (e.g., Word, Excel, PowerPoint, Outlook, and SharePoint).

Working Conditions:
- Remote and Onsite Work Details:
Remote with occasional on-site meetings at King Street Center. This position reports onsite on the first day of employment for orientation onsite at King Street Center, potentially more as directed by supervisor. Employees must reside in Washington State and be within a reasonable distance to their King County worksite to meet workplace reporting requirements. - Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
