Are you passionate about safety, training, and helping others grow in their careers? TCAT is looking for a Trainer to join our administration team and support the development of our amazing workforce—from entry-level drivers to seasoned bus operators.

This is a weekday, first-shift administrative role with excellent benefits and a competitive hourly rate of $25–$28. Occasional evening or weekend work may be needed, based on service needs.

What We’re Looking For:

  • Extensive knowledge of OSHA, NY DMV, US DOT regulations.

Position Summary:

This position works directly with the Safety, Training and Security Coordinator and the Training team to ensure the successful delivery of TCAT’s training curriculum, including, but not limited to safety-sensitive trainings (Bus Operator, Bus Handler, Mechanics) and non-safety sensitive positions (Custodial).  Assist with presenting required annual refresher trainings and re-trainings for employees across the organization. Leads by example and ensures compliance with TCAT’s policies and procedures, DOT, DMV and/or OSHA regulations. This position requires strong communication, organization, and time management skills; the ability to foster and maintain effective working relationships across the organization; and strong presentation skills. 

Responsibilities:

70%       Training

  • Coordinate and deliver new hire training program in accordance with approved curriculum (i.e., TAPTCO, ELDT, OSHA, etc). Working closely with the Operations Manager and the Training team, present training curriculum for scheduled classes and ensure trainees have the appropriate documentation (permits, licenses, etc.) to begin. Create and maintain appropriate documentation related to trainings (i.e. Pre-trip prep work, coursework, checklists), and prepare certificates for completion of trainings.
  • Manage classroom logistics, organize on and off-site bus training and ride-alongs as part of the new hire training program.
  • Prepare and deliver other transit-related trainings including specialized refresher trainings for departments and the company as assigned. 
  • Assist with the administering of retrainings as assigned.  Ensure paperwork is completed and filed with HR Personnel Files.
  • May assist with OSHA related trainings in collaboration with the Safety & Security Administrator, Maintenance Supervisors, and Fleet Maintenance Manager.
  • Ensure all training documents follow applicable laws, policies, regulations and requirements; update as needed.
  • Track and maintain appropriate training records and certifications required for completion of assigned training classes conducted at TCAT.  Create and maintain spreadsheet to track all company trainings as required by Company policies and state/federal laws.  Provide copies of certificates to HR for employee files.
  • Complete daily logs/documentation of activities to provide accurate, up-to-date information on trainings, refresher trainings and/or re-trainings on a monthly, quarterly and annual basis.  Prepare spreadsheet reports for annual reviews as requested.
  • Primary contact for LENS program; pull abstracts as required. In collaboration with HR, obtain abstracts for all new hire trainees and add new hire trainees to LENS.  Alert employees and/or supervisors of potential issues pertaining to employee’s licenses and follow-up as needed.  
  • Conduct probationary reviews for new Bus Operators. Communicate with HR and Operations Department outcomes of new hires probationary reviews. Consult, as needed, for guidance if an extension is needed. Prepare documentation needed for compliance with policies and procedures.
  • Understand, communicate and answer questions related to the requirements of ADA as it relates to transit.
  • Be knowledgeable of TCAT Policies and Procedures, FTA Drug and Alcohol testing policies, New York State DOT/DMV regulations, Federal regulations and requirements as well as Federal Motor Carrier regulations and TCAT’s System Safety Program Plan.
  • Perform instructional check-rides with Bus Operators to counsel on improved driving techniques or compliance with TCAT safety policies.  Be aware of trends and work in collaboration with road supervisors, Safety & Security, HR & Operations Manager to highlight areas of potential refresher trainings, re-trainings, etc.
  • Liaison with DMV/DOT to schedule CDL road tests for trainees as needed.
  • Work during inclement weather emergencies assisting Dispatch, Bus Operators and customers.

25%      Training & Compliance Program:

  • Schedule required DDRs and Road Tests to ensure employees are in compliance.   This includes:

>Administer NYSDMV Article 19-A compliance and testing; maintain records and 19-A paperwork, conducting periodic audits. 

>Handle annual affidavit process to ensure completion. 

>Conduct weekly 19-A meetings and coordinate coverage for required observations, BTW, and other testing to ensure employee documentation are in compliance. 

>Follow-up as necessary and provide a report to the HR & Operations Manager and/or Maintenance Manager on a monthly basis with any outstanding issues.

  • Assist with the Medical Certification process for current employees, all new hires and any employee returning from leaves of absences. Obtain records from Medical Offices. Must be aware of HIPAA Laws and requirements and maintain confidentiality at all times.  Ensure employees are aware of potential lapses in certifications in a timely manner.

5%          Other Duties as Assigned

  • Attend trainings or conferences as needed
  • Assist with the communication of emergency operating plans to Bus Operators and administrative and transit staff
  • Set up and help maintain Green St Station Training Area as needed.

Qualifications


Qualifications:

  • High school diploma/GED with experience collaborating in a team setting.
  • Transit experience and knowledge of DOT/DMV laws, regulations, and policies. Solid understanding of safety-sensitive positions.
  • Must possess valid CDL, Class B driver's license. 
  • Possess NYS 19A examiner's certification or obtain it within six months of hire.
  • Proficient with various software programs including Word, Excel, PowerPoint, Outlook, etc.
  • Able to effectively present information in classroom style, online, and one-on-one settings.  
  • Ability to develop training programs and possess strong training presentation skills with working knowledge of adult training techniques. 
  • Prior experience conducting in-house trainings preferred.
  • Ability to communicate in a clear and concise manner both verbally and in writing.
  • Ability to handle sensitive information in a confidential manner and to tactfully handle stressful situations.
  • Ability to provide feedback to others in a respectful and diplomatic manner.
  • Must have the ability to establish and maintain effective working relationships with employees, management team and passengers.
  • Ability to interpret policies and regulations and apply them in an appropriate manner.
  • Ability to exercise good judgment with respect to workplace safety.
  • Ability to work independently and as a part of a team.
  • Strong analytical skills, attention to detail, and excellent time management skills.
  • Subject to periodic drug and alcohol testing.

Working Conditions:

  • At times required to work in the field where exposure to weather conditions will occur
  • Occasional work is done in an office environment
  • Ability to travel in the field to support special events and attend meetings
  • Will be exposed to inclement weather conditions in the performance of essential job duties

Physical Demands:

  • Typically bends, twists, stoops, crouches and climbs in the field checking on bus operations, timing, bus stops, and passengers in various locations
  • Occasionally sedentary, sitting while performing work at a desk 
  • Frequently using fingers to make small movements such as typing, picking up small items and operating office machines. Frequent and regular movements using the wrists, hands and/or fingers
  • Typically stands and walks for short periods of time in the performance essential duties
  • Ability to lift up to 50 pounds (printed materials, signs)
