About the Department
The Community Service Officer is responsible to perform a wide variety of specialized and technical non-sworn law enforcement duties in support of the sworn police officers of the City of Casselberry. This position is responsible for but not limited to; areas of patrol, property and evidence, traffic accident investigations, parking violations, and police incident reports not requiring emergency police response. The Community Service Officer performs work independently within established policies and procedures.

Position Duties
1. Performs non-hazardous and non-emergency public safety response calls. (65%)
- Responds to non-hazardous and non-emergency calls for service in-lieu of a Police Officer; responds to calls including traffic collisions; interview complainants; prepare necessary criminal and non-criminal police reports including traffic, grand/ petit theft, ID theft, stolen/recovered vehicles, fraud, lost/stolen property, found property, vandalism/graffiti, and burglary reports.
- Conducts follow-up investigations of crimes; interviews victims and witnesses; develops leads; searches crime scenes, preserves and collects evidence.
- Identifies, documents, preserves, and collects evidence at crime scenes including from general crimes investigated within the scope of own investigation as well as at major crime scenes in support of other personnel; perform latent print discovery collection.
- Writes reports in reference to investigations; completes evidence vouchers for evidence and property collected, submits evidence or property into evidence.
- Prepares cases for trial and testifies in court proceedings.
- Compiles information regarding crimes and other related activities.
- Responds timely to customer requests and inquiries.
- Facilitates the collection and submission of citizen fingerprints for background checks, name changes, etc.
- Provides phone operator services.
2. Performs support duties for sworn personnel. (20%)
- Assists with showing photo lineup packets to victims and witnesses, when requested.
- Prepares and maintains a wide variety of reports and records.
- Generates and distributes victim correspondence letters regarding case status.
- Responsible to stock required forms in the office for sworn and civilian officers’ use.
- Secures and maintains evidence and associated monitoring and records keeping.
3. Performs general and traffic control. (10%)
- Provides traffic control including potentially hazardous situations, traffic accidents, crime scenes, fires, funerals, special events and during power outages and weather related incidents.
- Assists school crossing guards with traffic control on designated day(s).
- Assists with traffic flow following traffic accidents in the event of a roadway obstruction.
- Patrols communities and business parking lots.
4. Additional Duties and Responsibilities (5%)
- Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
- Follows safe working practices and has a working knowledge of safety practices and procedures.
- Undertakes community oriented police work and assists citizens with such matters as crime prevention, traffic safety, traffic direction, etc.
- Completes required or assigned training timely and applies acquired knowledge and/or skills.
- Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by the supervisor, Department Director or their designee.
- Participates in department meetings, staff meetings and other related activities.
- Maintains, preserves, retains and disposes of public records pursuant to FS Chapter 119.
5. Emergency Management Role
- Participates as a member of the City staff as required to take action in the event of an emergency.
- Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Management Plan, assigned by supervisor or designee.

Minimum Qualifications

- Education and Training: A High School Diploma or GED is required. Associates degree (AA/AS) from an accredited college or university in criminal justice or related field is preferred.
- Experience: A minimum of up to one (1) year experience in law enforcement, criminal justice or related field is preferred. A comparable combination of education and experience may be considered.
- Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver’s license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
D. Security Clearance: Florida Department of Law Enforcement level background clearance.
E. Knowledge, Skills and Abilities:
- Knowledge (basic to intermediate level) of law enforcement theory, principles, and practices and their application to a wide variety of services and programs.
- Knowledge (basic to intermediate level) of standard law enforcement information, communications, and record keeping terminology.
- Knowledge (basic to intermediate level) of principles and techniques of traffic control.
- Knowledge (basic to intermediate level) of principles, practices, and safe work methods used in collecting, processing, logging, storing, and safeguarding evidence, property, and materials including hazardous materials.
- Knowledge (basic to intermediate level) of pertinent federal, state, and local laws, codes, and regulations and department rules, policies and procedures.
- Ability to operate a motor vehicle.
- Ability to conduct effective interviews with victims and witnesses to extract pertinent information.
- Ability (intermediate to advanced level) of Microsoft Office Suite, e.g. Outlook, Work, Excel, and other related programs.
- Ability to learn methods and techniques related to basic police functions including those used in patrol, property and evidence, training, and related functions and programs.
- Ability to understand, interpret and apply pertinent state and local codes, laws, and regulations including and municipal codes.

Other Qualifications
APPLICATION PROCESS:- Applicants MUST complete the Online Application and the Supplement Questions by the closing date.
- The Recruitment Section will review your Online Application and the Supplement Questions. If you do not meet the minimum standards, you will be notified. If you do meet the minimum standards, you will be notified and an Application Packet will be E-mailed to you. If you do not have an E-mail account, the packet can be picked up from the Casselberry Police Department or it can be mailed to you.
- The Application Packet must be completed either in Adobe and printed OR printed and typed. Handwritten documents WILL NOT be accepted. The Application Packet must be complete with all required documents attached, signed, notarized (where applicable) and returned to the Casselberry Police Department by the deadline.
- Once your Application Packet is received, a preliminary background investigation will be done. If you are not selected to continue with the hiring process, you will be notified. If you are selected, you will be notified and invited to attend an Oral Board Interview where you will also complete a Writing Sample and be fingerprinted. NOTE: Applicants do not require ANY law enforcement experience to complete the Writing Sample.
- The Oral Board Interview and Writing Sample will be conducted in the Casselberry Police Department multi-purpose. You will notified of your appointment date and time.
- The Recruitment Section will compile all applicants' files and review them with the command staff. The command staff will select applicants that are going to be sent for a background review, held for further consideration or removed from the process. All applicants will be notified of their status.
- The full background process will be handled by the Casselberry Investigations Section. This process will include, but not limited to a voice stress examination; a fingerprint comparison; and a review of the history concerning your employment, driving, credit, criminal history and drug usage. Dates and times associated with this process is at the discretion of the background investigator. After the completion of the Background Check, all applicants will be notified of their status. Applicants with acceptable backgrounds will advance to the Chief's Interview.
- The Chief's Interview will be conducted at the discretion of the Chief of Police. The department's Administrative Coordinator will contact the applicant to schedule the interview. The Chief of Police will select applicants that are going to be recommended for Conditional Employment Offers, held for further consideration or removed from the process. All applicants will be notified of their status by mail. Applicants that are being recommended for Conditional Employment Offers will advance to the City Managers Review.
- The City Manager will review the application package and either approve or deny the Conditional Employment Offer. Applicants that are denied will be notified. Applicants that are approved will be advanced to the final stage.
- The final stage consists of a medical physical and drug screen of the applicant. Applicants that fail any part of this stage will be removed from employment consideration. Applicants that pass all parts of this stage will be authorized for a full time position with the Casselberry Police Department. The Support Services Sergeant will coordinate a starting date with the new Community Service Officer.
