Tangible Capital Asset Specialist
(Permanent; 75 hours bi-weekly)
The City of Lethbridge (www.lethbridge.ca) Treasury & Financial Services Department is committed to ensuring accurate and timely management of tangible capital assets. We are currently seeking an experienced Tangible Capital Asset Specialist to join our team, who is dedicated to providing a high caliber of service in a busy, deadline-driven environment.
The Role:
As our top candidate, you will be responsible for maintaining and updating the organization’s Tangible Capital Asset records, ensuring accuracy, timely and in compliance with PSAB accounting standards and City policies. You will also carry out duties tied to specific project tasks. The TCA Specialist has a daily impact on financial transactions, ensuring this important work remains on track - so we’ll need your successful people skills to maintain strong relationships with our valued partners. Your unwavering commitment to integrity and confidentiality regarding financial transactions will also be essential.
Your primary responsibilities will be focused on:
· Tangible Capital Asset Accounting – Maintaining accounting records including additions, disposals, transfers, depreciation, write-downs, and changes to useful lives. Assist in review and revisions to Asset Retirement Liability.
· Review and approval of TCA transactions and journal entries to ensure compliance with Public Sector Accounting Standards and Corporate Policy Requirements.
· Consultation – Consult with departments regarding the nature of capital expenditures and asset conditions, providing support for capitalization decisions.
· Policy Recommendations – Recommend changes to policy, procedures and processes related to tangible capital assets and assist with implementation.
· Year-End Coordination and Reporting- Coordinate year-end TCA work ensuring deadlines are met and assets are recorded accurately. Prepare annual tangible capital asset schedules and reports within the financial report, assist with audit query responses, and reconciliation requirements.
· Project Coordination- Coordinate tangible capital asset projects, creating efficiencies and process improvements.
· Lease Accounting- Provide guidance on equipment and vehicle leasing policy, analyze lease terms, and recommend accounting treatments.
· Research- Assist with research and implementation of new Public Sector Accounting Standards as they relate to tangible capital assets.
· Other Support-Provide direction and advice to other department staff on Disaster Recovery Program Claims related to tangible capital assets. Provide training and support for staff on TCA processes and assist with other financial analysis within the Financial Services department
Your professional skillset and experience:
· Post-secondary diploma in Business Administration and Accounting complemented by a minimum of 2 years’ experience in tangible capital asset accounting in a municipal environment.
o Thorough knowledge of City departments, as well as the City’s TCA policies will be an asset
o Proficiency in JD Edwards, Reports Now, Caseware and Microsoft Office Suite, (including Word, Excel, and Outlook), is preferred and will be an asset
· Familiarity with Public Sector Accounting Standards and municipal financial policies and procedures is an asset.
· Excellent organizational and time management skills to successfully complete multiple tasks and set priorities in an environment of tight deadlines
· Effective communication and interpersonal skills, to effectively deal with a variety of stakeholders
WAGE: $45.42 per hour
