What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. OVERVIEW

This position is located in the Office of Global Affairs (OGA), Deputy Secretary and Chief Operating Officer, Smithsonian Institution (SI). OGA serves as the central point for Institution-wide advice, insight, analysis, and coordination of all international activities of the Institution. OGA is the central external representative of international programs for the Institution and leads institutional relationships with US government and international organizations, including the U.S. Department of State, foreign embassies, and other governmental and private organizations in the U.S. and abroad. With the mandate to build new opportunities to expand our international programs and reach, OGA works in concert with leadership of other museums, research centers, and programs in setting international strategy for the Institution; developing, managing, and implementing new programs and projects; and communicating our impact.

The incumbent provides administrative assistance to the Operations Manager in developing, implementing plans, programs, and procedures related to the unit’s support needs. 
 

DUTIES AND RESPONSIBILITIES

  • Performs accounting reconciliations using standard general ledger accounts including budgetary and proprietary accounts and fund accounts. 
  • Inputs and maintains financial data from central financial system and OGA cuff record systems (Excel Spreadsheets). 
  • Performs administrative level work in support of a budget analysis and administration functions.
  • Performs a variety of procurement functions in accordance with the Office of Contracting and Federal government procurement policies and rules. 
  • Supports staff with maintenance of central files, tracking personnel actions, note taking, and other potential scheduling needs. 
  • Ensures inventory and accountability of equipment and property and reconcile discrepancies in the inventory list with actual inventory on hand.
  • Reviews and validates time and attendance records for OGA staff
  • Manages the OGA Director’s calendar.
  • Assists Director with their travel according to OGA and SI priorities. 

QUALIFICATION REQUIREMENTS

  • Knowledge of office management and project coordination techniques and practices to provide support and assistance for various administrative and logistical activities within OGA.
  • Knowledge of analytical and evaluative methods and techniques used to identify, consider, and resolve issues or problems of a procedural or factual nature.
  • Ability to establish, maintain, and oversee financial data entry and use Microsoft Excel for budget monitoring tools.
  • Knowledge of government contracting and procurement procedures applicable to procure a variety of products and services. This includes Government Travel Procedures, Government Purchase Card policies and restrictions, Simplified and Complex Acquisitions, gained through experience or on-the-job-training.
  • Ability to coordinate multiple administrative and technical tasks related to international projects at a large organization and complex operating environment involving multiple counterparts and work effectively in a team environment.
  • Ability to remain extremely organized, multitask in a fast-paced environment, and adhere to strict deadlines.
  • Skill in using various automated software, including Word, Excel, PowerPoint, with a particular emphasis on Excel or similar budget management tools.
  • Skill in oral and written communication to communicate effectively with a variety of individuals cross culturally in foreign countries as well as at different levels of seniority within the Smithsonian Institution.
