Description

The HR Generalist is responsible for maintaining, updating and reporting on all Human Resources information. They provide information to agency staff and prepare reports and documents for the Human Resources Department, as well as provide support to the Senior Management team. The position reports to and is supervised by the Chief Human Resources Officer for assignments and weekly supervision.


We are looking for a detail-oriented individual to be responsible for the planning and administration of our employee benefit programs. The position requires close collaboration with both the Human Resources and Finance departments to coordinate the daily administration of employee benefits, including enrollments, changes, terminations, and claims processing. You will function as a primary resource for staff, communicating benefit plan details, addressing and resolving inquiries, and escalating complex cases as needed—in partnership with the Chief Human Resources Officer


Essential Functions:

Typical Functions include but are not limited to: 

  • Maintains comprehensive employee personnel records within Paylocity, ensuring accuracy and completeness at all times.
  • Manages HRIS functions in Paylocity, facilitating accurate data collection and robust reporting capabilities.
  • Oversees and executes onboarding processes for all new hires to ensure a seamless orientation experience.
  • Track and respond to all state unemployment insurance notices, verifying employment facts, submitting timely responses, and coordinating appeals or disputes as needed to ensure compliance and mitigate financial impact.
  • Coordinates daily benefits administration, including enrollments, terminations, and claim resolution.
  • Provides operational support to the CHRO with daily HR and agency-related initiatives.
  • Generates HR reports and analytics by extracting, compiling, and interpreting data from the HRIS system.
  • Administers benefits systems online, ensuring data integrity and accurate electronic submissions to vendors.
  • Manages Massachusetts Paid Family and Medical Leave (PFML) and federal FMLA processes, including monitoring the PFML Employer Dashboard, reviewing requests, verifying eligibility, responding within required timelines, and coordinating leave designations and documentation in compliance with legal mandates.
  • Ensure full compliance and documentation has been completed.
  • Administers leaves of absence and disability claims, ensuring compliance and appropriate documentation.
  • Assist staff with routine HR related questions, serving as the first point of contact for employees. Resolve benefit-related issues and respond to queries and requests in a timely manner.
  • Collaborates with the HR team and other members of the VPI staff to ensure seamless coordination and deliver exceptional service and support across functions. 
  • Serves as first point of contact for employee inquiries, addressing routine HR questions, resolving benefits-related issues, and escalating complex matters as appropriate.
  • Administers the unemployment insurance process through the state online portal, including submission and follow-up of claims.
  • Partners closely with payroll to verify accurate processing of employer contributions and payroll deductions.
  • Complies with government regulations including COBRA administration, EEOC, Affordable Care Act, and all other employment-related laws and agency policies. Maintains and creates records, reports, and documentation in accordance with federal, state, and provider regulations. Responsible for Unemployment Insurance online system and claims submission.
  • In partnership with CHRO and insurance brokers, researches new employee benefit plans and vendors. Liaises with vendors and negotiates and coordinates contracts for new and existing plans. Evaluates the efficiency and value of current benefit programs and makes recommendations for improvement.
  • Responsible for administering leave of absence and disability claims.
  • In coordination with the CHRO and benefits brokers, evaluates and negotiates vendor contracts for employee benefit programs, and recommends enhancements to current offerings.
  • Coordinates quarterly open enrollment and quarterly 401(k) open enrollment sessions.
  • All other duties as assigned.

Qualifications:

To be successful in this position, the ideal candidate should have strong organizational skills and stay up-to-date with relevant laws, regulations, and market trends. They should also have strong interpersonal skills, be able to maintain meticulous records, and collaborate with other departments and external service providers.

  • Associates or Bachelor's degree required.
  • One to two years of experience working in an office environment in the HR field, preferably in benefits.
  • Prior experience with an HRIS database preferred.
  • Detail orientated and able to prioritize and plan work activities to use time efficiently.
  • Must be dependable, able to follow instruction and respond to management direction.
  • Proficient computer skills, including the use of Microsoft Word, Excel and PowerPoint.
  • Must be able to communicate clearly, both written and orally, as to communicate with employees, members of the HR team, and in group presentations and meetings.
  • Excellent interpersonal skills.
  • Must be CPR certified (may be obtained upon hire)
  • Completed TB screening (may be obtained upon hire)
  • Three work related professional references; at least 2 from manager or supervisor.

Position Type: Full-time (40 hours) Monday - Friday working hours.

Rate: $65,000 Annually

These figures adjust based on full time or part time status and allocated vacation time increases with length of employment.
