Job Purpose: 

Our next Program Manager - Foster Care Licensing will collaborate with their Child and Family Wellbeing colleagues to best meet the needs of children in out of home care. They will actively participate in the recruitment and retention of foster families to message the vision that children in out-of-home care are supported in a family-based setting. They are required to manage their budget, develop staff and employees, model and develop professional, innovative team building behavior. The Program Manager needs to be able to manage, monitor and motivate toward successful programmatic outcomes.

 

Qualifications: 

  • Master of Social Work or related degree required
  • Minimum of two (2) years of experience working with children and families in social services/foster care required.
  • Minimum of two (2) years of supervisory experience preferred; preference given for formal management training or management experience.
  • Crisis intervention experience.
  • Knowledge of community resources.
  • Excellent interpersonal and customer service skills to include ability to interact effectively with people from diverse backgrounds.
  • Excellent communication skills.
  • Demonstrated ability to achieve outcomes and work collaboratively with internal and external stakeholders.
  • Possesses stability and personal attributes necessary to work with other departments and staff.
  • Proficient in the usage of computer software; demonstrate an understanding of computer file systems and computer software packages, e.g., Microsoft Office, Excel, Outlook, Teams, ADP, etc.
  • Must be honest, dependable, and able to meet deadlines; Self-motivated and able to work independently.
  • Physical exam, drug screen, motor vehicle report, and background checks are required for this position.
  • A valid Wisconsin Driver’s License or occupational driver’s license, reliable transportation and insurance is required.

 

 

Duties:

 

Management      

  • Overall responsibility to maintain foster and kinship home resources that will meet the needs of children while providing support to the caregiver. 
  • Oversees recruitment and retention team to increase foster care applications and outcomes.
  • Collaborate with Director of Case Management and the Director of Out-of-Home Care to actively develop and market foster/kinship care services to plan for growth and to meet the needs of Wellpoint Care clients.
  • Collaborate with all Child and Family Well-being colleagues to best meet the needs of children in out-of-home care. Actively participates in the recruitment and retention of foster and kinship families.
  • Contribute to the budget process ensuring fiscal effectiveness, including understanding revenue sources and allocation of expenses for the department. 
  • Provide oversight for strategic planning, coordination, and execution of foster care recruitment initiatives and community events.
  • Ensure caregivers are licensed in a timely manner by collaborating with staff to identify and overcome any obstacles. The Program Manager will consistently review, track, and manage data related to compliance and noncompliance in this area.

 

Partnerships

  • Maintain open communication with State licensors and other regulatory bodies.
  • Actively participate in DMCPS and other county committees and workgroups related to licensing regulations and out-of-home care.
  • Develop and maintain partnerships with key community stakeholders to promote foster care awareness, increase application submissions, and facilitate referrals for licensure. 
  • Cultivate and sustain long-term collaborations with community organizations to support ongoing caregiver recruitment efforts.

 

Leadership

Monitor quality and timeliness of paperwork.

•Understands and articulates the Agency/program vision and mission. Works daily towards enhancing that vision.

•Represents the organization in community meetings; serve as representative of the Agency on local and state committees.

•Direct and coordinate the execution of DMCPS/Agency outcome measures. 

•Provides effective mediation, problem resolution, and crisis response to staff and client needs.

 

Quality Assurance/Quality Improvement

•Overall responsibility for developing, coordinating, and monitoring program outcomes in collaboration with the Director of Out of Home Care and the QI department.

•Consistently participate in program and Agency-wide committees regarding quality service delivery.

•Uphold program and Agency-wide policies, procedures, and program/administrative changes.

•Work with foster and kinship care leaders and staff to ensure data integrity.

 

Supervision

Supervises assigned department personnel which includes the following responsibilities, but are not limited to hiring, learning, scheduling, evaluating, and ensuring accuracy, timeliness, and the completion of all work performed by direct reports. 

•Educates direct reports on all department and company policies and procedures. 

•Meets with assigned staff regularly to identify and resolve problems, manage projects, track goals, and review work processes and procedures. 

•Overall responsibility for provision of quality administrative supervision to all program staff. 

•Ensure licensing staff properly trained in all required areas

Position Details & Extras:

  • Full time.
  • Hybrid on-site/remote work is available with reliable broadband connection.
  • Fast paced, flexible work schedule includes evenings and some weekends to accommodate program needs.
  • Moderate exposure to noise.
  • Subject to frequent interruptions with ability to manage multiple tasks simultaneously.
  • Demonstrates an understanding of the cultural differences among diverse groups and the need to adapt service provision to match these differences in respectful ways.
  •  Public Service Loan Forgiveness (PSLF) - Wellpoint employees may be eligible for loan forgiveness under the Public Service Loan Forgiveness program. 
  • Regular travel in personal vehicles is required with the ability to move intermittently throughout the workday.
