POSITION GOAL:
The PMO Engineer ll will oversee and manage various service providers to support the Chicago Department of Water’s (DWM) multi-billion Capital Improvement Program (CIP). This position will be involved with a range of CIP projects that include planning, designing, and construction oversight. Furthermore, this position will provide oversight on improvements to major water system facilities, including water purification plants, intake structures, pumping stations, reservoirs, hydraulic structures, buildings/structures, and large conveyance for raw and finished water supply tunnels.
ESSENTIAL DUTIES AND RESPONSIBILITIES - GENERAL
• Possesses foundational engineering concepts
• Acquires intermediate knowledge and skills through mentored experience
• Evaluates and applies standard techniques, procedures, and criteria to perform assigned tasks as part of a broader assignment
• Performs work assignments of moderate complexity. Contributes to specific objectives and outcomes
• Receives instruction on specific objectives and direction on possible solutions to unconventional or complex problems
• Works as part of a team and coordinates work with others
• Typically receives moderate supervision on most aspects of assignments and a general review of all aspects of work
• Possesses proficient oral and written communication skills
• Interacts primarily with internal project team members. May be required to communicate with clients or other stakeholders
• Adhere to project deadlines and keep the task manager informed of any difficulties encountered on assignments
• Perform review of own work before submitting to the next level for review
ESSENTIAL DUTIES & RESPONSIBILITIES – SPECIFIC
• Monitor and document project construction of water facilities with multi-disciplinary improvements in daily logs (e.g., electrical, mechanical, structural, processes and architectural).
• Review project documents submitted by project representatives and communicate input from CDWM and other relevant PMO staff.
• Manage project teams and monitor consultants’ compliance with contractual commitments.
• May manage all phases of construction projects from beginning to close.
• Manage the schedule and budget of projects.
• Coordinate and communicate project progress with the client/existing operations.
• Facilitate and resolve project issues and scope changes with the design team and the client.
• Notify the Resident Engineer and CDWM/PMO staff about items of work with respect to project elements that do not conform with the established construction contract documents, including but not limited to compliance with safety standards, and construction defects.
• Receive technical guidance on unusual or complex problems and supervisory approval on proposed project plans.
• Complete field work at facilities related to design and construction projects.
• Attend construction coordination meetings representing CDWM.
• Perform other duties as assigned.

Qualifications
POSITION REQUIREMENTS:
Education: B.S. in Engineering or related field required. Master’s Degree preferred.
Licensure: Professional Engineer license and Project Management Professional (PMP) Certification preferred.
Job Classification: Exempt
Reports to: Senior Project Lead
Experience: Typically 3+ years of experience required.
Communication Skills: Excellent verbal and written communication skills. Excellent interpersonal skills. Strong analytical and problem-solving skills.
Technical Skills: Proficient in Microsoft Office suite; Working knowledge of CAD software a plus
Supervisory Responsibilities: N/A
Physical Demands: Must be able to sit, walk, stand, reach with hands and arms, stoop or kneel, climb, or balance, talk or hear, and use fingers and hands to feel/control objects and tools. Must be able to lift and/or move up to 25 pounds on occasion.
Working Environment: This job may require long periods of standing or walking in the field and include exposure to all types of outside weather conditions, varying noise levels, and hazards associated with construction. Wearing the required Personal Protective Equipment is required while performing work in the field. The employee may also be exposed to a general office environment, requiring long periods of sitting at a computer in ambient inside temperature, lighting, and noise level. Due to the collaborative nature of this position, the work will need to be performed in the field or office, typically during normal business hours. A valid driver’s license is required for driving to job sites (commute times may vary depending on project locations).
Continuing Education: Completes state required competency. Attends job-related seminars and workshops.
Salary Pay Range: $81,120 - $87,360 per year
