Boulder County Human Services Department is seeking to hire a Health Coverage Guide. This position will serve as a Health Coverage Guide, assisting residents to understand their options, navigate, enroll, or renew health coverage, including Health First Colorado, Child Health Plan Plus, Connect for Health Colorado (C4HCO) and OmniSalud.

This is an hourly, non-benefited position with an anticipated end date of January 17th, 2026. This position will work 32 hours per week with flexibility between the hours of 7:30 am and 6:00 pm, Monday – Friday, with some possible evening and Saturday hours to support events. This position will work primarily virtually except for events or limited in-person hours. Under Fair Labor Standards Act (FLSA) guidelines, this position is non-exempt (eligible for overtime).

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $28.00 - $31.00 Hourly 

Tentative Hiring Timeline:

  • First Round Interviews: Week of August 18th
  • Second Round Interviews: Week of August 18th
  • Language Proficiency Test: Week of August 25th
  • Reference Check: Week of August 18th

Position Duties

  1. Obtain Health Coverage Guide Certification
  2. Maintain up-to-date knowledge of health coverage programs’ eligibility and benefits
  3. Explain to clients Health Coverage Guide services, reasons to buy health insurance, and options for coverage
  4. Provide information about insurance affordability programs, Qualified Health Plans, Essential Health Benefits, Advanced Premium Tax Credits and Cost-Sharing Reductions, and rights when using insurance
  5. Assist with opening or accessing an online account, submitting an application, reporting household changes, or renewing coverage
  6. Assist with using web-based tools to filter and narrow health plan choices and to select a qualified health plan
  7. Refer customers with appeals, grievances, and complaints to the appropriate agency; including C4HCO customer service center, certified brokers, or other community resources
  8. Support health coverage education and Enrollment Center awareness by supporting activities including but not limited to participating in virtual and in-person meetings, presentations, and outreach community events
  9. Support the development and implementation of work products to increase awareness about health coverage options and enrollment
  10. Performs related work, as required
  11. May be reassigned during emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 6 years of combined education and experience in a related fieldAdditional related education may count towards required experience.

  • Thorough knowledge of working in community services, human services, education, social work, customer service, health insurance, health care or similar field
  • Working knowledge communicating with diverse audiences, including a demonstrated commitment to diversity, inclusion, and supporting access to services for underserved populations
  • Working knowledge of modern office practices such as: Microsoft Word, Excel, Outlook and remote platforms such as Teams
  • Working knowledge of acting as a member of a workplace team
  • Working knowledge of oral and written communication
  • Working knowledge of customer service
  • Working knowledge of community outreach activities
  • Knowledge of public assistance programs
  • Knowledge of health coverage concepts
