About the Department

The Capital Programming team is seeking a Fund Manager to join the Transportation Project Delivery department. The primary responsibilities of this position include overseeing the day-to-day management of the department’s operating and capital budgets. Examples of work tasks include providing customer service to project managers for monitoring project spending, communicating financial information for administrative tasks related to Board Action Requests and Agreements, and overseeing subordinates’ efforts in reimbursements, invoicing, reconciliation, and closeout. 

Hennepin County’s five-year Transportation Capital Improvement Program (CIP) is a tool used to identify, schedule, and finance capital improvements. Each CIP project provides an opportunity to advance the county’s priorities in disparities reduction, Complete and Green streets, as well as climate resiliency. The 2023 legislation session resulted in a significant increase in transportation funding – presenting a generational opportunity for Hennepin County to elevate its investment in people walking, using transit, biking, and driving along the county’s transportation system that extends across 569 miles and 150 bridges.

Location and hours: 
This position is hybrid and will be performed both on-site at the Public Works Facility, 1600 Prairie Drive, Medina, MN 55340, and remote as job duties require. There is no public transportation to the Public Works Facility in Medina. Typical work hours will be Monday through Friday, 8 a.m. to 4:30 p.m. and will be discussed in more detail at the time of hire. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will: 
  • Oversee the Financial Analyst’s management of the department’s operating budget
    • Development of the scenario, requested, and approved versions
    • Monitor year-to-date actuals, year-end forecasts, and vacant positions
    • Facilitate reimbursements (A/R) from state and local agencies
    • Complete year-end procedures as instructed by the county’s Office of Budget and Finance
  • Oversee the department’s day-to-day management of the capital budget for transportation roads and bridges
    • Develop budget detail worksheets to track expenditures, and their associated funding sources, at key milestones throughout the project development process
    • Review and interpret contracts for consultant services, as well as Cooperative Agreements with external parties
    • Forecast cash balance positions across the timeframe of the five-year capital improvement program
    • Monitor account balances and oversee invoicing and reimbursements involving federal, state, and local revenues
    • Provide instructions to accountants for resolving complex accounting discrepancies
    • Oversee project reconciliation and closeout
  • Provide support for administrative tasks carried out by the department
    • Review and approve requisitions involving capital expenditures
    • Develop financial sheets for Board Action Requests involving budget amendments and/or contracts
    • Oversee the creation of ad-hoc tools and reports to promote sound and efficient business practices
  • Supervise three full-time staff within the Fund Management team and develop individual work plans and assignments
  • Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.

Need to have one of the following:
  • Bachelor's degree or higher in business administration, accounting, or other field appropriate to the position and five years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
  • Nine years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.

Nice to have: 
  • Experience in:
    • Business administration, economics, actuarial sciences, accounting, and/or finance work setting
    • Following project accounting processes (understanding of guidelines/instructions, budget development, administration of controls, analysis/reporting, and reconciliation/closeout)
    • Reading, interpreting, and administering contracts and/or agreements
    • Requesting reimbursement from federal and/or state sources
    • Using Microsoft 365 software programs, specifically Excel, Outlook, and PowerPoint
    • Using Adobe Acrobat
  • Knowledge of standard accounting principles and procedures
  • Skill in utilizing budgeting and financial management tools (such as IBM Planning Analytics), financial reporting software (such as Cognos), business solution system for finance, purchasing, and approvals (such as APEX)
  • Ability to:
    • Remain organized while managing competing work tasks 
    • Develop visualizations to track and communicate year-to-date actuals, forecasts, and vacancies
    • Read and interpret financial documents, guidelines, and reports
    • Create ad-hoc tools and reports to measure department performance 
    • Communicate and present budget and financial information effectively verbally and in writing
    • Collaborate with internal and external partners, including virtual meetings while working remotely
    • Supervise, assign tasks, and evaluate work of direct reports
