This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).1. OBJECTIVE OF THE DEPARTMENT
The Department for the Prevention, Control, and Elimination of Communicable Diseases (CDE) promotes, coordinates, and implements technical cooperation activities aimed at the surveillance, prevention, control, elimination, and/or reduction of communicable diseases, zoonoses, and environmental threats to health that are technically sound and appropriate to the political and sociocultural context in which they are implemented. It strives to achieve a sustainable health impact by providing policy guidance, promoting the implementation of evidence-based interventions, fostering partnerships that strengthen national capacity, improving the effectiveness of collaboration between countries, and facilitating policymaking and decision-making processes.
2. BACKGROUND
The Elimination Initiative, launched by PAHO in 2019 and endorsed by Member States through Resolution CD57.R7, aims to eliminate over 30 communicable diseases and related conditions in the Americas by 2030. It is one of the PAHO´s flagship initiatives with a strong emphasis on integrated health services and primary health care, community participation, intersectoral work, and information and surveillance systems strengthening.
The Initiative promotes synergies across disease programs, technical departments, and levels of the Organization (country, subregional, regional), while engaging with Member States, donors, civil society, and other strategic partners. To support the technical and strategic implementation of the Elimination Initiative, CDE is establishing a roster of qualified international professional consultants (IPC) who may be contracted to support actions aligned with the Initiative’s goals.
3. PURPOSE OF CONSULTANCY
The purpose of this Call for Resumes is to establish a roster of international professional consultants (IPC) with expertise relevant to the implementation of the Elimination Initiative for communicable diseases and related conditions in the Americas.
Qualified consultants included in the roster may be contracted to support short- or long-term assignments, depending on programmatic needs. Consultants will work under the supervision of unit chiefs or senior advisors within CDE and contribute to the implementation of the Initiative’s regional and country-level work plans.
Consultants will provide technical cooperation in one or more of the following areas: 1) Integrated disease surveillance and health information systems, 2) Prevention, diagnosis, treatment, and care services for communicable diseases, 3) Strengthening of community engagement and intersectoral action, 4) Policy development and health system integration, 5) Development and adaptation of technical guidelines, strategic frameworks, and country roadmaps, 6) Capacity building and facilitation of technical missions, and 7) Monitoring, evaluation, and knowledge dissemination.
The work will contribute to strengthening countries’ capacities and the implementation of evidence-based, context-specific strategies to eliminate communicable diseases and related conditions under the Elimination Initiative.
DESCRIPTION OF DUTIES:
4. DESCRIPTION OF DUTIES
The consultants will be required to provide technical assistance in one of the following workstreams:
4.1 Integrated surveillance and information systems
- Support the design, implementation, and analysis of integrated surveillance approaches (e.g., serosurveillance, case-based, event-based, laboratory-based surveillance) and strengthening laboratory integrated networks.
- Contribute to the development, management, and use of dashboards and indicators for monitoring elimination goals.
- Support national or regional analysis, interpretation, and reporting of data to guide decision-making on elimination of diseases.
4.2 Health services and program implementation
- Provide technical support for the integration of elimination interventions within primary health care and health service delivery platforms.
- Assist in the design and implementation of national and subnational roadmaps and action plans.
- Support countries in the implementation of screening, diagnosis, treatment and follow-up protocols.
4.3 Community and intersectoral action
- Support community engagement strategies and the inclusion of civil society in elimination efforts.
- Assist in documenting and scaling community-based approaches for disease elimination.
- Support coordination strategies across sectors to address social determinants of health and improve equity.
4.4 Strategic planning, resource mobilization, and advocacy
- Support the development of strategic documents, policy briefs, and technical guidance.
- Assist in the preparation of funding proposals and donor reports.
- Contribute to internal and external coordination mechanisms, including stakeholder mapping and meeting facilitation.
4.5 Cross-cutting duties
- Provide technical advice and support in one or more of the areas described above.
- Develop, adapt, or review technical documents and tools aligned with the targets of the Elimination Initiative.
- Facilitate dialogue and coordination across technical departments, country offices, and external partners.
- Participate in the organization of workshops, missions, consultations, and advocacy events.
- Prepare knowledge products, progress updates, and communication materials.
5. QUALIFICATIONS
Education: A bachelor’s degree in medical, health, engineering or social science related to the functions of consultancy. A Master ´s degree in public health, epidemiology, health systems, health policy, health informatics, data science, environmental health, project management, or any field related to the functions of the consultancy is desirable.
Experience: 7 years of combined national and international experience in prevention, control, and elimination of communicable diseases including management and implementation of public health projects. Experience in developing, designing, implementing, monitoring and evaluating technical cooperation programs to strengthen or accelerate control and elimination of diseases in any of the technical areas described above.
Languages: Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
REQUIRED SKILLS
- Technical writing and communication: Ability to develop clear, concise, and audience-appropriate technical documents, knowledge products (briefs, notes, capsules), and dissemination materials (infographics, videos, podcasts).
- Project support: Experience in supporting the development and implementation of assessments and technical tools.
- Technical advice and cooperation: Proven ability to provide technical advice and contribute to technical cooperation initiatives.
- Knowledge management: Skills in developing, managing, and disseminating knowledge resources.
- Analytical skills: Ability to analyze information, identify challenges, and propose solutions.
- Monitoring and evaluation: Experience in designing and implementing monitoring and evaluation systems, analyzing data, and generating reports.
- Stakeholder engagement: Ability to collaborate with diverse stakeholders, including government officials, experts, and partner organizations.
- Capacity building: Experience in supporting the strengthening of local capacities through training and knowledge transfer.
IT skills: Proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, and virtual collaboration tools (e.g., MS Teams). For areas related to management of data and data dashboards proficiency in data packages such as STATA, SPSS, or others and Tableau and PowerBI, among others.
7. LOCATION AND DURATION
Consultants will work remotely in accordance with PAHO’s teleworking provisions.
Duration and intensity (full-time or part-time) will depend on the specific assignment.
8. REMUNERATION AND CONTRACTUAL TERMS
Daily Pay Rate: Depending on deliverables, daily rates can vary from US$259 to US$313 (based on 20 working days per month)
