Essential Duties & Responsibilities:
- As part of the Castle Rock Water’s Asset Management Team, this position is responsible for processing and responding to all 811 (UNCC) locate tickets and assessing the potential conflicts with Town owned utilities, in a manner which is consistent with the legal requirements of the program.
- Locates the Town owned infrastructure including but not limited to: pipe segments, water valves and sewer manholes. This is done by utilizing a sophisticated GIS based mapping system, as-built archive research, a web based ticket management system and highly advanced locate equipment.
- Maps the location of Castle Rock Water assets in the field using GPS equipment and GIS software.
- Working with other Town departments as well as independent contractors, serves as a primary contact for all things regarding Castle Rock Water’s utility locate program and provides them with accurate locations of underground utilities.
- Keeps up-to-date on, One Call laws, 811 bylaws and codes, and advises and educates excavators, inspectors and engineers on matters regarding Colorado 811 compliance.
- Responds to internal and external customer inquiries, requests and complaints. Gathers appropriate information and responds to the customer in a timely manner via phone, email, Web, or in person.
- Tracks all work tasks, creates accurate reports, documents work orders using asset management system to ensure optimum performance of buried infrastructure. Creates work tasks and records and tracks materials, hours on job and records key information concerning asset locations with pictures before and after utilities were located.
- Uses proper PPE and related safety equipment as required by town policy.
- This position is part of the Town’s snow removal program. This will include scheduled on-call responsibilities through the winter months to remove snow, during enhanced snow removal program, using a 4-wheel drive pickup. Snow removal shifts are typically 12 hours.
- Keeps assigned vehicle clean and coordinates maintenance with fleet at proper intervals.
- Provides traffic control by flagging and setting up appropriate devices.
- Works on various Town and or community projects, including creek clean-up projects with volunteer groups.
- Performs other duties as assigned or required.
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: High School Diploma or GED equivalent
Experience: Three (3) years' related work experience, in the utility industry, preferably with exposure to underground utility line locating; or any equivalent combination of education, training, or experience
Licenses and/or Certifications Required:
- Valid Colorado driver's license
Knowledge, Skills, and Abilities:
- Ability to utilize Geographic Information System (GIS) based mapping systems, web-based ticket management, as-built archive research systems and highly advanced locate equipment.
- Working knowledge of current technical specifications and design requirements for water, wastewater and stormwater infrastructure.
- Knowledge of the methods and practices involved in water, wastewater and stormwater infrastructure locating.
- Strong organizational skills. Ability to multi-task and to meet deadlines while providing accurate work products.
- High level of proficiency in the use of Microsoft Word, Excel and Access.
- Ability to receive and respond to customer inquiries, requests, and complaints with tact, discretion, and diplomacy.
- Skill in the implementation of web-based technologies and databases.
- Skill in creating and managing databases from various vendors.
- Strong analytical and problem solving skills.
- Ability to effectively communicate and understand cause and working toward resolution of contractors’ utility locate complaints. Some situations may involve concerned or distraught customers.
- Knowledge of possible defects and faults in utilities construction, of standard inspection criteria and of effective corrective measures.
- Ability to correctly identify water, sewer and stormwater system components.
- Ability to communicate effectively with coworkers and the public.
- Ability to read and understand written materials, and understand verbal information and instruction.
- Ability to establish and maintain effective working relationships.
- Ability to recognize and address confined spaces and other potentially hazardous environments.
Physical Demands:
- Moderate to heavy physical work to include lifting, carrying, pushing and/or pulling of objects and materials of 50 - 100 pounds
- Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting
- Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
- Vision for reading, recording and interpreting information
- Speech communication and hearing to maintain communication with employees and citizens
Work Environment:
- Works outdoors with exposure to all weather conditions
- Regular exposure to dust, noise, and chemicals
Equipment Used:
- This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
