Are you ready to strengthen our emergency preparedness by bringing expert insight to the plans that keep our community safe?
The Emergency Management Consultant reports to the Program Manager, Emergency Preparedness. This position is responsible for providing guidance, review, and advice to Capital Metro as a subject matter expert on Emergency Management matters, specifically emergency operations/response plan development, Continuity of Operations Planning (COOP), and plan validation through training and exercise processes in alignment with national standards.
Responsibilities
WHAT YOU'LL BE DOING

Serve as a subject matter expert for the agency on emergency and continuity planning, training, and exercise issues.
Provide guidance, review, and advice to the agency on the planning, development, organization, and implementation of the CapMetro Emergency Response Plan, Capital Metro Continuity of Operations Plan and associated annexes.
Provide guidance on the implementation of strategic and tactical approaches to successfully develop and maintain agency and department emergency response plans.
Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
Perform other duties as required and/or assigned.
Qualifications
WHAT YOU BRING
Bachelor’s degree in Safety, Public Administration, Business Administration, Occupational or Industrial Safety, Project Management or related field. Relevant experience may substitute for the required degree on a year-to-year basis up to four (4) years.
Six (6) years of progressively responsible supervisory experience in emergency management, planning, and response.
Proven experience in developing emergency response and/or continuity plans or programs.
Knowledge, Skills and Abilities:
Thorough knowledge of emergency planning, training, and exercise standards.
Ability to formulate and execute strategic and tactical plans to successfully complete projects.
Ability to organize and present ideas, proposals, and recommendations effectively, both orally and in writing; and the ability to work well within all levels of Capital Metro.
Ability to demonstrate a fiduciary obligation to Capital Metro in handling materials and information of a confidential nature.
Ability to identify and recommend solutions to complex interpersonal, technical, financial, legal, and administrative problems.
Ability to work independently; to communicate effectively with co-workers, contractors, other Authority personnel and the public; to organize and manage data and manage projects.
Excellent written and verbal communication skills.
Ability to apply sound judgment in the recommendation of resolutions of difficult and complex problems.
Proficient in MS Office- Outlook, Teams, Planner, Word, Excel, PowerPoint, and Adobe Acrobat Pro.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature. Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. Mobility Status:
As a Remote position, the incumbent is expected to work in the office as needed. There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed. Mobility status is subject to change at any time based on business needs or organizational decisions.
