JOB DESCRIPTION
The Department of Community Health is seeking a highly qualified applicant for its SHBP Employer Services Specialist 3 position with the State Health Benefits Plan Division. This position provides support to employers participating in the State Health Benefit Plan (SHBP). The role involves researching and resolving complex employer issues, such as billing discrepancies and eligibility concerns, and providing accurate guidance on SHBP policies and procedures. The employee communicates with employers through the SHBP Xchange system and vendors, prepares written responses, and collaborates with internal and external partners. This position requires strong customer service, problem-solving, and communication skills and the ability to work independently while serving as a subject matter resource in assigned areas.
This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.
Position Duties
- Performs research to provide information or respond to SHBP Employers’ concerns/or inquiries.
- Resolves complicated employer issues (e.g., SHBP Premium Billing Discrepancies, changes to coverage due to employee qualifying events, etc.), or direct employer to the appropriate source.
- Advises Employers and/or officials regarding regulations, policies and procedures.
- Generates written recommendations to Supervisor regarding Employer’s escalated issues.
- Examine files and reports to answer routine inquiries and provide information to employers via SHBP Xchange System and eligibility vendor.
- Performs research to provide information or respond to employer requests via SHBP Xchange System, eligibility vendor, and other SHBP units.
- Performs research to determine the complexity of an issue and referral to the team lead, supervisor, manager and/or appropriate SHBP unit.
- Receives, analyzes, processes, mediates, and responds to complaints, inquiries, and requests for information and/or assistance received from employing entities and eligibility vendor.
- Initiates outreach to employers, as well as eligibility and medical vendors, as needed.
- Participates in new hire training and User Acceptance Training (UAT).
- Generates professional and well-written responses to employing entities via SHBP Xchange System and eligibility vendor (internal and external) inquiries.
- Serves as subject matter expert or organization resource in assigned areas.
- Works with internal and external partners.
- Performs job responsibilities with minimal supervision.
Minimum Qualifications
High school diploma/GED and three (3) years of experience communicating information in a customer service setting; or two (2) years of experience required at the lower-level Customer Svc Rep 2 (GST121).
Preferred Qualifications:
Minimum of 2 years of professional experience in health benefits or benefits operations.Other Qualifications
