About the Department

Reporting to the Director of Learning and Development, the Senior Training Analyst (STA) is responsible to providing training to staff for a variety of functions and activities. The STA will plan, design, develop, and deliver individual and/or group training and instructional programs, conduct training needs assessments, partner and/or guide technical subject-matter experts to create a training strategy that addresses skills gaps, develop appropriate training materials, and evaluate training delivery and implementation; both for direct and contracted employees, to ensure development of high-quality learning environments that support the District’s mission, vision, and business objectives.  

Distinguishing Characteristics 
The Senior Training Analyst provides advanced-level professional training and organizational development work and is considered a subject matter expert with the highest level of knowledge, providing consultation to other department staff and management. STA leads training efforts and initiatives, including curriculum design, content development, logistics, program planning, and evaluation of training programs. The STA must be able to build and maintain strong relationships with various stakeholders and subject-matter experts throughout the District and guide the development and delivery of training, which will be delivered to a wide range of individuals with diverse backgrounds and professional experience. Accountability for getting the job done with minimal supervisory oversight and the ability to thrive in a fast-paced work environment are essential. As assigned, STA may supervise professional, paraprofessional, and/or support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. 

Supervision Received and Exercised
This position reports to the Director of Learning and Development. This position does not have any direct supervisory responsibility but may be required to supervise professional, paraprofessional, and/or support staff, staff in various departments as well as contractor staff. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions
Normal working conditions for this position are in an office. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.  Transit operations are 24/7, 365 days per year which requires this individual to work a variety of days and shifts to ensure training is being properly implemented; this includes evenings, nights, weekends, and holidays as needed.

Position Duties

Essential Functions
Duties may include, but are not limited to, the following:

  • Plans, designs, develops, and delivers individual and/or group training and instructional programs using instructor-led, electronic/web-based, and/or multimedia training methods and formats utilizing experiential learning principles and adult education best practices.
  • Facilitates training classes, including preparing all materials and completing post-class activities. Coordinates the scheduling, participant registration, confirmation, and logistics.
  • Collaborates with various stakeholders to monitor, measure, and evaluate the effectiveness of training programs in meeting established goals, objectives, and strategy; identifies program gaps, obstacles, and resource constraints; develops and implements program solutions. 
  • Partners with department managers, contractor managers, subject-matter experts, and organizational leaders to conduct training needs gap analysis, review project deliverables, and training programs to ensure that content and material meet quality standards identified by the District and course objectives, and are delivered by individuals qualified in both subject-matter content and training skills.
  • Analyzes results and evaluates program effectiveness to ensure desired objectives are achieved.
  • Manages and oversees the maintenance of the learning management system; reviews and evaluates system effectiveness; recommends and oversees the implementation of system enhancements.
  • Utilizes strong technical capability to manage data, troubleshoot problems, provide user support, and enhance operational efficiency
  • Oversees and/or directly leads the design, development, and delivery of a learning curriculum that will deliver pre-defined goals and metrics and support business needs while ensuring compliance with any legal, regulatory, and industry requirements.
  • Builds and maintains skills/competency framework used to establish career pathing for roles across the organization, both within direct and contractor arenas.
  • Develops, monitors, and reports on key performance indicators (KPIs) with an emphasis on creating improved organizational performance and maximizing return on investment (ROI).
  • Maintains professional and technical knowledge by conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
  • Ensures proper maintenance of records of training activities, employee progress, and program effectiveness.  
  • Perform other related duties as assigned.

Minimum Qualifications

Education/Experience

  • Bachelor’s Degree in education, organizational development, or a directly related field and five years of training and development experience. A Master’s Degree and three years of experience may be required for some assignments.
OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements outlined in law or regulation.

Certificates/Licenses
  • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics. 
  • Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.

  • Demonstrated knowledge of adult learning theory and principles, organizational psychology, and change management is desired.

  • Gathering data, analyzing findings, and applying logic and reason.

  • Authoring and preparing original reports, documents, training curriculum, materials, and presentations.
  • Overseeing the configuration and maintenance of training and development systems, program/process documentation, data, schedules, records, and files.

  • Ability to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.

Physical Requirements  
The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job.   Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. 

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds daily.  The employee must be able to hear, see, and communicate verbally to exchange information.  The employee must be able to physically travel between District locations and other destinations, work in the evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain, as is typical along a railway right of way.  The employee may be subject to fumes, odors, dusts, gases, and chemicals.   The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. 
  • Ability to carry and operate a mobile device.
