Job Summary: Under the general supervision of the Senior Civil Engineer, Senior Project Manager, or Deputy Director of Engineering, the Supervising Civil Engineer performs a variety of professional civil engineering work related to all aspects of municipal engineering function; performs related work as required.
Class Characteristics: Supervising Civil Engineer is a middle management classification. Incumbents perform difficult and complex civil engineering work which requires the exercise of considerable independent judgment, particularly when serving as a project leader on civil engineering projects. Successful performance in this class requires highly developed interpersonal skills to provide positive supervision and leadership for City staff. It requires the ability to provide leadership to non-exempt staff, as well as part-time temporary hourly staff and interns. May also be assigned to supervise on-call consultants for the Department.
The Ideal Candidate will:
- Possess a solid background in land development review and/or the design, construction, and management of civil engineering projects.
- Have the ability to manage multiple complex projects simultaneously.
- Have strong written communication skills.
- Have interpersonal skills that allow effective coordination with internal City departments and external agencies, consultants, and contractors on land development issues.
- Have experience presenting to policy maker groups such as City Councils and Planning Commissions.
- Have experience in coordinating and implementing rules, regulations, and standards from state and regional entities.
- Have experience leading, training, and supervising engineering and technical staff.
- Provide exceptional customer service.
- Be proactive and solution-focused.

Position Duties
Essential Duties and Responsibilities: The following duties are performed personally, in cooperation with the Senior Civil Engineer, and/or in coordination with other City staff and community organizations. Additional duties may be assigned.
- Conducts and directs comprehensive civil engineering studies and projects related to the design, construction, modification and enlargement of structures, utility facilities, roadways, site improvements and various public works projects.
- Responsible for supporting the Public Services Department with land development matters and preparation of engineering reports, and presentation to City management and City Council as needed.
- Prepares organizational objectives, technical advice and guidance, and reviews City Council staff reports.
- Assists in the development and revision of written policies and standards.
- Manages significant Capital Improvement Projects as assigned, working independently to take on all aspects of project management.
- Prepares and reviews plans, specifications, bids, contracts, and reports.
- Prepares economic, feasibility, and technical studies on proposed or existing facilities.
- Acts as project manager on assigned construction projects, administering the contracts and ensuring that the projects are completed within the parameters of the specifications and commonly accepted industry standards.
- Directs the work of consultants and/or technical staff on specific projects.
- Reviews plans submitted by developers, architects, and contractors for design integrity, technical expertise, and conformance with standards.
- Confers with other City staff and consultants to coordinate projects and activities.
- Coordinates with outside agencies and utility companies on proposed public works or other development projects.
- Assists in the long-range planning of City facilities and public works projects.
- Prepares and reviews complete reports including text, charts, computations, conclusions, and recommendations.
- Represents the City in contacts with governmental and regulatory agencies, professional and community groups, and others.
- Directs and evaluates the work of and provides training to junior engineers and technical support staff as assigned.
Minimum Qualifications
Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.
Education & Experience:
- Graduation from an accredited college or university with a Bachelor’s degree in Civil Engineering.
- Five years of professional civil engineering experience with a local government agency or private engineering firm and at least two years of supervision of staff or serving in a lead capacity for engineering staff.
Licenses & Certificates:
- Possession of a valid California Class C driver’s license in compliance with adopted City driving standards.
- Registration as a Professional Civil Engineer issued by the State of California is required.
Other Requirements:
- Must have sufficient mobility to inspect construction projects in the field.
- Must be willing to work outdoors in various weather conditions.
Knowledge of:
- Civil engineering principles and practices with particular reference to public works projects.
- Methods and materials used in the construction of public facilities.
- Engineering mathematics through calculus.
- Basic surveying, drafting and materials testing techniques.
- Data processing principles as applied to the solution of engineering problems.
- Sources of civil engineering and construction information.
- Specification and estimate writing techniques.
- Contract administration and project management.
- Construction practices.
Skill in:
- Applying civil engineering principles to the solution of engineering problems.
- Interpreting and preparing drawings, maps, graphs, specifications and compilation of numerical data.
- Maintaining accurate records and preparing clear and concise reports.
- Preparing engineering studies and evaluations.
- Preparing staff reports for City Council action.
- Inspecting City or private development projects.
- Evaluating operational activities and making recommendations for improvements.
- Directing and supervising the work of technical staff on specific projects.
- Providing outstanding customer satisfaction (internally and externally).
- Use of common office software including Microsoft Office and applicable specialized engineering software.
Ability to:
- Quickly learn the policies and procedures pertaining to the work.
- Manage multiple construction or plan checking projects.
- Communicate effectively orally and in writing in a professional and courteous manner.
- Establish and maintain working relationships with those contacted in the course of the work.
