Reporting to the Manager of Fleet Operations, the Fleet Driver Trainer will develop, evaluate, recommend, implement, promote and audit safe vehicle, equipment and work policies, operating practices, training programs, including records management to ensure safe and compliant operations of the Town’s fleet, equipment (i.e. light and heavy duty on-road vehicles, snow ploughs, attachments and related equipment; off-road construction and agricultural vehicles, equipment and related attachments) used across the corporation and managed by Fleet Services.
The continued development, implementation and maintenance of a collision management program is viewed as integral to this position.
This position will also liaise with the Town’s Occupational Health Safety and Wellness Consultant with respect to the departmental and corporate health and safety practices.
What can I expect to do in this role?
As the Fleet Driver Trainer you will:
- Develop, coordinate, and manage a vehicle & equipment training program.
- Coordinate the training, testing, evaluation of drivers/operators in the use of fleet vehicles and equipment.
- Issue and manage an internal driver/operator licensing system and related policies.
- Manage the town’s Commercial Vehicle Operator Registration (CVOR) jointly with Fire and Transit.
- Maintain a Driver Abstract log.
- Create and maintain relevant databases.
- Provide general occupational health and safety guidance and assistance for a variety of workplace operations.
- Assist operational groups in investigating & assessing concerns regarding working conditions, equipment, materials, methods and procedures from an occupational health & safety perspective.
- Coordinate the creation and implementation of Occupational Health and Safety programs for fleet operations to ensure compliance with industry standards e.g. lockout, tag-out, WHMIS, personal protective equipment, dangerous substances (TDG), load securement and fire safety.
- Accident/incident investigation and report writing.
- Develop and maintain a training records matrix for all Road & Works Ops, and Parks & Forestry Ops staff.
- Review vendor-training programs for suitability to department requirements and arrange training logistics.
- Design, present and customize programs in keeping with adult learning principles.
- Assist operational groups in developing standard operating procedure guidelines.
- Develop annual budget estimates for training programs.
- Represent the Town in a professional and courteous manner in all dealings with the public, other Municipalities, agencies, and individuals.
- Perform other duties as assigned.
How do I qualify?
You have a Community College Diploma (or equivalent) in a two (2)-year (i.e. Business Administration or Civil Engineering Technician) program from a recognized Community College or demonstrated equivalent experience to understand and function in a structured organization. This includes an appreciation of the development, approval and application of organizational policies, budgeting and expenditure authorization protocols.
Additionally, you hold a Fleet Driver Certification including Air Brake Instructors Certificate (200 hours). You also hold a valid recognized DDC (Defensive Driving), PDIC (Professional Driver Improvement, Instructors Certificate or equivalent (40 hours), as well as your Vehicle Accident Investigation certification. You also hold a valid Class AZ license (DZ minimum) with a clean driver’s abstract (current to 30 days).
In addition, you possess:
- Highly effective experience in developing, and achieving organizational and individual commitment for driver and equipment operation training and collision management programs that are aligned with organizational goals and objectives;
- Demonstrated capacity to effectively and efficiently develop and deliver staff training and collision management programs that reflect adult learning principles;
- Experience in driver training and evaluation, including remedial programming.
- Demonstrated ability to respect confidentiality, show initiative, discretion, and good judgment;
- Demonstrated proficiency with office automation and computer applications such as Microsoft Office products (email, word processing, spreadsheets, database management, presentation tools).
- The ability to quickly learn and become proficient in new and other specialized computer applications;
- Knowledge of current Hours of Service legislation and requirements;
- Sound knowledge and experience with the Highway Traffic Act.
- Demonstrated effective interpersonal skills enabling the candidate to represent the Departments in a professional and courteous manner to deal with a wide variety of individuals (technical, professional, field crews, contractors, senior management, members of Council, Town residents and the general public).
The following will be considered as ASSETS:
- Book 7 training to current requirements
- Capability to perform winter plowing and lift truck training
- Capable of Transportation of Dangerous Goods training
- WHMIS Training & experience
- Health and Safety certification an asset
- Active membership in the Council of Driver Trainers with the Transportation Health & Safety Association of Ontario (THSAO) or Ontario Good Roads Association (OGRA);
- Demonstrate knowledge of legislation pertinent to occupational health and safety;
