Position Summary
Under general supervision, this position is responsible for analysis of financial data by collecting, monitoring, and creating financial models for decision support for the District. Works with minimal direction to achieve District’s financial goals unless clarification is needed. Responsible for collecting, entering, and analyzing data to ensure completeness of all the financial aspects for the Utilities forecasting process – operations and maintenance, capital, labor, and revenues – and identifying areas of financial concern. Maintain confidentiality on all matters of review and effectively communicates at various levels of the organization and externally as needed. Will work closely with key stakeholders both inside and outside of the Finance Operating Unit. The position works closely with the other Treasury analysts supporting financial forecasting and financial analyses.

Essential duties and responsibilities may include, but are not limited to, the following:
- Develops and implements standardized forecast input and reporting formats.
- Ensures data accuracy and reliability.
- Provides data interpretation.
- Coordinates and oversees the production of reports.
- Assist in achieving accurate and reliable data and reports for forecasting and actual reporting.
- Assist with the development and maintenance of processes that maximize efficiency and are as consolidated as business dictates to create a streamlined process for forecasting for capital, operations, maintenance, labor, and income related data.
- Identify reports to automate and opportunities to standardized reports as much as practical to meet key stakeholders and user needs.
- Analysis will include basic mathematical functions such as addition, subtraction, calculating percentages to more complex functions such as trending data and reviewing for anomalies.
- Support the implementation of a financial improvement effort designed to achieve internal performance goals and meet all regulatory requirements.
- Supports the training, implementation and monitoring of the forecasting and reporting process to achieve internal goals and performance objectives.
- Supports the implementation of a comprehensive multi-year effort to enhance budgeting and financial reporting and performance through an improved forecasting and reporting process that includes effective administrative controls and processes, and increased accountability all levels of the organization.
- Supports the implementation of forecasting development and reporting continuous improvement processes that are initiated, managed, and implemented via cross-sectional, employee based working groups as necessary.
- Maintains consistent and proactive awareness of current regulations related to accounting and bond compliance regulations as well as best industry practices.
- Develops relationships across the enterprise to develop consistent data requests, reporting requirements and timelines. Develops professional and effective relationships at all levels of the organization.
- Maintains high level of confidentiality regarding personnel issues and sensitive operational information.

Required Qualifications: (Education and Experience, License, and/or Certification)
- Bachelor’s degree in Finance, Accounting, Economics or related field OR 2 additional years of relevant experience in lieu of degree.
- Two (2) years’ experience in a Public Utility, Treasury, Accounting, Financial position, or related area.
Preferred Qualifications: (Education and Experience, License, and/or Certification)
- Three (3) or more years of analytical, data management, computer/programming, and reporting on large datasets.
- Advanced knowledge and experience in financial and economic analysis.

- Knowledge of generally accepted accounting principles (GAAP).
- Strong analytical thinking skills and ability to make data-informed decisions.

- Excellent written and oral communication skills, including the ability to prepare and present high-quality research, reports, and other work products.
