Duties and Responsiblities:
This is a professional level Information Systems position under the direct supervision of the Distributed Computer Systems Administrator for Collier County Health Department (CCHD). The position is responsible for independently providing Tier 1 -2 level Information Technology (IT) services and assistance in support of Collier CHO staff and operations. Contributes to the organization's culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department's ICARE values.
Technical Support: Provides helpdesk technical support and assistance to end-users locally and remotely. With limited supervision performs installs, maintenance, troubleshooting and upgrades to computer hardware, software, peripheral equipment, wireless and mobile equipment. Documents problems and resolutions and performs or arranges emergency repairs. Assists coordinating settings for VoiP phones. Assists with system/auto attendant changes to be sent to vendor. Provides end-user support and training of the phone system.
IT Inventories Management: In charge of all inventory functions and support activities. Ensures accountability of ALL IT equipment by helping conduct a physical inventory, verifying serial numbers, maintaining inventory control for all locations. Assures data is processed in an accurate and timely manner (ISO Database, AMS and County inventory). In addition to the maintenance of inventories such as software licenses, mobile devices, telephones/telephone numbers.
Purchasing: In charge of originating all IT purchases. When needed, provides quotes following specific DOH standards. Ensures all purchases and receiving processes are accurate and entered timely and everything is received as ordered. Tags all equipment as it is received and coordinates with management for processing payments. Coordinates with peers for AMS inventory entries, completes paperwork according to County policies for qualified purchases to be added to County inventory.
IT Policies and Procedures Documentation: Maintains current documentation under our IT knowledgebase and shared drive including, but not limited to hardware, software, inventory, communications, applications and systems set-up, installation, upgrades, operation, systems configurations, IT Contacts, procedures, IT checklists, instructions. Maintains current documentation related to job functions and responsibilities.
IT Projects: Works independently and completes assigned projects accurately, completely and on time.
Training: Backup to the IT Local Trainer providing formal group and one-on-one training of Microsoft 0365, TEAMS, Word, Excel, PowerPoint, Access, Outlook, Windows, basic HMS access, and other applications as needed while supporting our user community. Creating training materials and providing security and systems access training to new employees.
Web Manager: Shares responsibility for the maintenance of the DOH-Collier SharePoint and Website. Proactive upkeep of content and ensures compliance with state policies and procedures. Monthly reviews making sure information is current.
Dental Eaglesoft and HMS Administration: Provides support for Dental Eaglesoft user problems, questions, and requests and serves as backup for general administration of the Dental Eaglesoft System Database and HMS administration. Creates and deletes user accounts. Provides support for user problems, questions, and requests. Audits systems for user accounts making sure accounts are inactivated when offboards, including Change Healthcare.
Active Directory and Employee Accounts: Assists with monthly audit of AD making sure OUs are up to date. All Users/Computers accounts should maintain standard format. Descriptions should be up to date. Security Groups and Distribution Lists should have at least one member. Coordinates all employee onboarding and offboarding activities in relation to I.T. This includes, but is not limited to, Active Directory account customization, access to various online systems, and security group membership. Coordinates with personnel liaison to provide IT Security training to new hires.
IT Disaster Planning: Performs assigned duties according to established Disaster Response Plans for both Division and CCHD. Assists with ongoing updates to disaster plans - COOP IT and monthly maintenance of all drive away kits and equipment.
Quality Improvement (QI): Assists in defining desired outcomes, action steps and time frames for "Quality in Action" for the Information Systems Division. Monitor progress, review results and adjusts plan as needed.
Other duties as assigned, including providing back-up coverage for the Office Automation Specialist and Systems Administrator as needed.

Qualificaion:
Minimum
- Current Florida Department of Health employee.
- Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Incumbent will have access to records containing social security numbers in the performance of job duties in accordance with DOHP-50-19-15
- Travel to Immokalee & Lely (EOC) to make support visits.
- Ability to lift and carry items up to 25 pounds, occasionally lift and move items up to 40 pounds. Ability to move around freely is required.
- Valid Driver's License is required and reliable transportation.
