Maiker Housing Partners is centering its members and strengthening communities in Adams County, Colorado as a progressive Public Housing Authority built to address 21st century challenges. We are focused on dismantling structural poverty by providing individuals and families with access to affordable housing, community connections and power-building, access to supportive services and wealth-building programs, and by engaging in equitable community development in Adams County.
The Director of Family and Community Vitality provides strategic management, creative leadership, and diligent oversight of the Family and Community Vitality Department and related partnerships to improve the lives of Maiker residents and Housing Choice Voucher members. The Director develops, supports and supervises three core programs, and the associated staff, aimed at building community and disrupting structural poverty:
- Population-based Programming: Maiker houses over 14,000 people, so we have to think big. We build programs and develop partnerships to create access to services in housing stability, food access, and healthcare, as well as other critical areas, that provide positive impact to a broad number of Maiker Members.
- Case Management: Through the Family Self Sufficiency (FSS) Program as well as special population housing voucher programs, we provide deep case management over time to our most vulnerable Maiker members.
- Resource Navigation: We link individuals and families to needed services to support their journey towards stability and provide affirming support as residents pursue their vision for their lives – we do so by building upon the gifts of our members and the strength of community resource partnerships.
- Community Building: Our Community Building efforts operate on three levels. First, we work to build trust, relationships and a sense of belonging in our Maiker communities. Next, we organize projects in our communities that build collective ownership and power. Lastly, through our relationship with Coloradans for the Common Good, we support emerging leaders to impact their community through advocacy and systems change in issues that matter to them.
Essential Duties and Responsibilities include the following.
Program Development, Implementation and Management
- Executes expert-level program development, implementation and evaluation of programs, and trains direct reports in those skill sets
- Brings analysis and experience in both population-based and case management program development and evaluation
- Develops and manages overall program budget and makes strategic decisions related to resource allocation
- Plans, directs and coordinates the Family and Community Vitality department’s annual plan in alignment with Maiker’s Strategic Plan; aligns resources and staff focus to ensure successful outcomes.
- Manages special projects that emerge from Maiker members through community organizing and family engagement.
- Researches similar and innovative programs, current trends and conducts literature reviews to ensure programs are effectively and efficiently run.
- Engages with community members and Maiker staff in Maiker communities at events and sessions to support program development, understand the opportunities and challenges from the community perspective and build connection and trust.
Evaluation and an Evidence-seeking Culture
- Clearly articulates the programmatic theory of action
- Creates a culture of learning, curiosity and innovation
- Develops and instills learning routines to improve program practices and outcomes
- Evaluates progress and impact of programs and improves program design and implementation
- Maintains accurate evaluation data and prepares and presents reports to Maiker leadership, program funders, and community agencies as appropriate.
- Prepares Bi-Monthly Key Performance Indicator report for Board of Commissioners
- Manages and directs the development and implementation of departmental goals, objectives, policies and priorities through an evidence-seeking philosophy
Partnerships & Fund Development
- Develops and manages a network of partnerships and MOUs to connect Maiker community members to current and future resources and services
- Represents Maiker in the broader Adams County and Denver Metro community on issues related to poverty - seeking to reinforce Maiker interests and strategy
- Works in partnership with Maiker fundraising team to initiate, obtain funding from foundation, government and corporate funding sources while maintaining compliance with funders and regulatory agencies.
- Works across Maiker Departments – Housing Choice Vouchers, Property Operations and Housing Development – to ensure the implementation of an integrated theory of action and strategic approach to disrupt poverty and strengthen community.
- Attends industry meetings both locally and nationally to ensure program alignment with local and national best practices and advance the Maiker approach among PHAs and other related sectors.
Staff Leadership and Management
- Provides leadership and direction to the FCV staff team (FCV Program Managers and their teams of Organizers, Navigators and Program Specialists)
- Staff management is guided by a framework of strong support and high accountability through evidence of key results and measurable outcomes.
- Directs and oversees FCV staff and program areas including:
- Assigns projects, programmatic areas of responsibility and associated KPIs
- Establishes appropriate service and staffing levels
- Reviews and evaluates work methods and procedures
- Provides feedback and coaching
- Meets with key staff to identify and resolve problems.
- Ensures completion of mid-year and annual evaluations
- Supports the growth and learning of staff
- Ensures appropriate rewards and recognition

Qualifications
Qualifications, Experience and Competencies
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, experience, education and/or ability required.
Education/Experience:
- BA required with a preference towards an MPH or MSW, or 5 to 7 years of significant experience working with low-income families and communities can be substituted for formal education.
- 3-5 years of lived experience of systemic marginalization and/or 5+ years working with systemically marginalized populations
- A minimum of 4 years of experience in public health and/or social services program development, implementation, and evaluation
- At least 3 years of experience executing community engagement projects or programs
- Experience successfully leading teams
- Experience preferred in neighborhood engagement and community development in issues such as housing, economic development, access to healthcare, and food access.
- Proven record of successfully developing partnerships and building collective efforts that get results
Knowledge and Skills:

- Deep understanding of the roots and history of poverty in our communities
- Understanding of the value of community strength and connectedness as means to disrupt systems of poverty and extreme wealth
- Proven track record and experience in working with human services, nonprofit, or government agencies in the areas of program development and evaluation, fundraising, partnership building and community engagement
- Ability to work independently with limited direction in a fast-paced environment; must be a motivated self-starter
- Exceptional verbal and written communications skills
- Strong team builder and player
- Exceptional proficiency in MS Office, including Word, Excel, and Outlook
- Bilingual in English/Spanish a plus
