FUNCTION

The Chief Information Officer (CIO) serves as a critical member of the Executive Leadership Team and is responsible for leading Jefferson Bank’s enterprise-wide technology vision and strategy. The CIO will ensure the bank’s technology posture is stable, secure, scalable, innovative, and strategically aligned. This role is expected to balance efficiency and risk management with forward-looking technology adoption, including digital transformation, data strategy, and emerging technologies.

 

DUTIES & RESPONSIBILITIES:

  • Serve as a key advisor to the CEO and Board of Directors on technology trends, opportunities, and risks. 
  • Define and execute a multi-year technology plan that aligns with Jefferson Bank’s corporate strategy, growth, objectives, and regulatory environment.
  • Partner with business line leaders to deliver technology solutions that drive revenue growth, operational efficiency, customer experience, and risk management.
  • Oversee IT architecture, systems and applications, infrastructure, and data across the enterprise. 
  • Ensure the stability and resiliency of mission-critical systems
  • Manage third-party technology partners (e.g. Jack Henry, BankOnIT, Verafin, Finastra, etc.) to maximize service reliability and cost effectiveness.
  • Drive digital and mobile banking innovation to remain competitive in customer experience and product delivery. 
  • Develop a comprehensive enterprise data plan, including governance analytics, and AI adoption to achieve organizational goals 
  • Lead innovation efforts in areas such as AI-driven customer engagement, payments, blockchain/stablecoin solutions, and regulatory compliance.
  • Establish frameworks for evaluating and piloting new technologies with clear ROI and risk assessments
  • Ensure compliance with all regulatory requirements (FDIC, Texas Department of Banking, SEC, etc.)
  • Report regularly to various Board and Executive committees on IT risk posture, , and resilience
  • Lead, mentor, and develop the internal IT leadership team to ensure capabilities match strategic priorities
  • Cultivate a culture of responsiveness, innovation, accountability, and continuous improvement.
  • Attract and retain top technology talent, ensuring succession planning for critical IT roles
  • Develop and execute the Bank’s enterprise technology strategy in alignment with business goals.

 

MINIMUM QUALIFICATIONS:

 

Work Experience

  • 10+ years’ progressive technology leadership, preferably including in a senior leadership role within financial services

 

Supervisor Experience

  • 7+ years supervisory experience with proven experience managing IT operations and strategy

 

Education

  • Bachelor’s degree in computer science, information systems, or related field, equivalent and relevant experience may be considered in lieu of degree
  • Master’s degree preferred

 

Driving Position

  • Must have a valid driver’s license and reliable transportation

 

Equipment/Machines/Software

  • Excellent computer literacy in all Microsoft programs (Outlook, Word, Excel, PowerPoint), and Adobe Reader

 

Competencies

  • Strategic mindset with ability to align technology investments with business objectives
  • Knowledge of banking systems, IT operations, cybersecurity frameworks, and enterprise data governance
  • Strong familiarity with regulatory requirements with a balance between innovation and risk management
  • Experience overseeing large-scale system implementations, IT budgets, and vendor contracts, and digital initiatives
  • Excellent communication and presence to engage with executive leadership, regulators, vendors, and staff
  • Collaborative leadership style with ability to build trust and influence across business units

 

Physical Requirements

  • Must be able to reach, bend and lift equipment up to 25 pounds
  • Must be able available to travel to other local sites
  • Must be able to sit for most of the day in front of a computer, type on a keyboard, and read from computer screen
  • Must be able to write, speak and hear to communicate
