General Purpose of Position
The JFK Center serves as both a recreation center and a senior center, offering a wide range of programs and services to the community. The Facility and Senior Services Director is responsible for the overall management and operation of the center. This includes coordinating the use of the facility, overseeing staff and daily operations, and assisting in the planning, organization, and administration of community recreation and senior programs.
This role places a strong emphasis on serving the senior population, ensuring their specific needs are met through diverse, engaging, and inclusive recreational and social activities. The director works closely with staff, community partners, and local organizations to develop programming that enhances the well-being of all participants, with a special focus on older adults.
- Major Duties and Responsibilities
- Oversee daily operations of recreation facilities:
- Manage bookings, payments, and facility usage policies.
- Coordinates use of facilities and facility spaces with programmers, renters, other city departments and community organizations. This includes overseeing the booking, payments, set up, and adherence to rules and policies for all who rent and/or use the assigned facilities.
- Oversees the day-to-day operation of the Welcome Desk.
- Ensures facility safety and security by monitoring guest behavior, addressing rule violations and unsafe behavior, and issuing suspensions if needed, working with Park Rangers when necessary.
- Performs administrative office duties as needed.
- Orders cleaning and operational supplies for all buildings.
- Answer questions via phone and in person.
- Research and address senior and community concerns
Manages, directs and supervises all full and part time employees for the Senior Department and JFK Staff
- Supervises all employees, establishing all scheduling practices and assigning appropriate tasks
- Tracks and posts all scheduling, vacation time, comp time, and sick leave according to procedure
- Oversees needed discipline and tracks all applicable documentation
- Assures professional development for each employee
- Directly manages the custodial staff and implements processes to ensure building cleanliness.
- Hire, train, supervise, and evaluate staff.
- Provides information to the general public and senior citizens through various media outlets
- Researches and writes all senior citizen articles for the “Florissant spotlight” newspaper
- Prepares and produces twelve yearly cable television shows dealing with senior citizen issues
- Speaks on senior issues to various organizations including governmental, non-profit, and business
- Serve as a liaison between the community and the senior department to include responding to citizen inquiries and complaints through various lines of communication including in person, telephone, email, U.S. mail, and public meetings.
- Assist in scheduling and implementing activities, classes and special events.
- Coordinates or assists in the production of a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding the Parks and Recreation Department.
Develops and manages the departmental budget and inventory for the senior department and the JFK center
- Proposes line item budget based on prior year
- Tracks expenditures on a monthly basis
- Receives and tracks monthly expenses to stay within budget
- Prepares and distributes the appropriate information needed to prepare annual budget
- Oversees and maintains annual budget
- Tracks inventory, purchase orders, and requisitions
- Oversees delinquent check program and seeks payments.
Oversees and maintains senior citizen dining center
- Directly supervises employees
- Selects menus and schedules speakers for all events
- Arranges and oversees proper maintenance of the building
- Tracks inventory and ensures adequate supplies are on hand
- Assists diners with problems/questions that arise while on site
Coordinates, plans, and oversees all major events regarding senior services and assists with JFK center events.
- Directly supervises other employees while working at events
- Plans all facets of events including entertainment, food, decoration, and prizes
- Plans and coordinates advertising for events
- Oversees ticket sales and handling of cash
- Obtains adequate facilities to host each event
Plans, coordinates and oversees various senior citizen outings for both the City and outside organizations
Coordinates and procures travel arrangements
Lines up speakers when necessary
Secures restaurant reservations and makes payment arrangements
- Lines up entertainment when necessary
Acts as staff liaison to Senior Commission
- Takes notes and prepares minutes
- Creates and posts agenda in accordance with the Sunshine Law
- Acts as liaison between commissioner and senior citizen office
- Obtain services and provide guidance on accessing assistance.
- Make house calls for seniors as requested by the police department.
- Performs other duties as directed

Requirements
Education and Experience
- The person in this position must have a high school diploma or equivalent. Five years working with senior citizens is strongly recommended as is some experience in municipal government.
