 Job Purpose: Develop and manage high-quality, compliant, and persuasive proposals in response to RFPs, RFIs, and other solicitations from state and county correctional agencies. This role supports the full proposal lifecycle, from intake through submission, by collaborating with cross-functional teams, ensuring alignment with solicitation requirements, and contributing to process and content improvements that enhance proposal quality and win rates.

 

Essential Duties:

  • Lead proposal strategy development, including win themes and response outlines, for state and county correctional agency solicitations.
  • Analyze and log Requests for Proposals (RFPs), Requests for Information (RFIs), and other solicitations to identify appropriate response formats and timelines.
  • Consistently communicate with Sales personnel and Company Principals on the proposal team regarding format, approach, status, and deadlines.
  • Manage proposal kickoff meetings, milestone review meetings (Win Plan, QC, Red Team, etc.), and final production schedules.
  • Compile and refine operational data, individual qualifications, and corporate background content to align with specific RFP requirements.
  • Coordinate all aspects of proposal workflow, including SME assignments, review cycles, version control, processing support, and adherence to the proposal
  • Ensure proposal compliance with all solicitation requirements, including formatting, submission protocols, and mandatory forms.
  • Produce complete, well-written documentation and RFP submissions for
  • Contribute to the development and maintenance of well-written RFP Content Repositories to ensure information remains current and accurate.
  • Mentor new proposal staff and provide training on proposal best practices and tools as needed.
  • Apply advanced writing, editing, and desktop publishing skills using Microsoft Office, and Adobe Pro.
  • Perform analysis of competitive RFP submissions obtained through open records
  • Responsible for managing multiple proposal requests, coordinating and overseeing internal resources, presentation production that synthesizes written and visual content, and ensuring complete documentation throughout the proposal process. Success in this role requires a proactive mindset, strong problem-solving skills, keen attention to detail, and excellent written and verbal communication abilities.
  • Perform additional tasks as directed by the Proposal Operations Manager to support the achievement of team objectives.

  • Thorough understanding of office automation tools and an advanced proficiency in Microsoft Office (particularly Word and Teams) and Adobe Acrobat Pro

 

Minimum Qualifications:

  • High School Diploma
  • 2 years’ experience; or any combination of education and/or experience that would provide an equivalent background.

 

Preferred Qualifications:

  • Bachelor’s Degree in Marketing, English, Business or related
  • Experience with correctional or government
  • Familiarity with AI tools (e.g., Microsoft Copilot).
  • Experience with proposal automation software (e.g. Loopio, Qvidian, RFPIO)
  • Participation in industry organizations (e.g., APMP, SMPS, SAME).
