General Statement of Duties:

Under the direct supervision of the Assistant City Engineer and the general supervision of the City Engineer, is responsible for performing simple technical tasks associated with implementing the City’s Stormwater Management programs, assisting with the implementation of the City's Sidewalk Assessment program, and inspection of infrastructure construction projects throughout the City.   

The Engineering Technician 1 is the entry level classification in this series. 

Essential Duties and Responsibilities:

 

  1. Survey, GIS, and Drafting
    1. Assist and perform field survey work which includes operating typical survey tools and equipment such as laser level, total station, GPS, and other field measuring instruments.
    2. Assists in preparing and may perform editing of CAD drawings.  
    3. Preparing or translating collected survey data for its intended use and creating CAD surface models from survey data.
    4. View, interpret, and organize GIS data layers.  
    5. Assist with and set construction staking.  
  2. Construction Administration
    1. Observe and document daily construction activities on City projects.  
    2. Communicate with City contractors in the field and relay questions and concerns to the City Engineer.    
  3. Storm Water Management Technician Duties
    1. Assist with the review plans and permits for compliance with standard storm water best management practices.
    2. Visit construction sites, inspect, and assist with documenting compliance with the City’s storm water management standards.
    3. Assist with the preparation of storm water violation reports.
    4. Perform storm water quality monitoring, dry-weather screening, and documentation as directed.
    5. Gather data and assist with documenting storm and runoff events.  
    6. Gather data and assist with annual reporting requirements.
  4. Sidewalk Inspection and Replacement Program Management
    1. Perform annual field inspection of defective sidewalks.
    2. Document sidewalk defects and prepare notification letters to the owners.
    3. Prepare maps, figures, and quantities for sidewalk replacement areas.
    4. Assist with the development of plans and specifications for annual sidewalk repair project.
    5. Observe and document sidewalk repair activities.
    6. Assist with final closeout documents for sidewalk repair work.
  5. Other Office and Field Duties
    1. Assist in the development of construction, operations, and maintenance budgets for storm water and construction projects and programs, including drainage fee calculations.  
    2. Interpret and relay City policies, standards, and regulations tactfully to the public and assist with questions relating to storm drainage, construction projects, and other technical issues.
    3. Direct office visitors and phone calls to the appropriate source when necessary.    
    4. Assist engineering intern employees as needed.  
    5. Assist in preparing plans, specifications, and bid documents for City infrastructure projects.
    6. Calculate and update annual City infrastructure assets and inventory database.  
    7. Perform basic traffic counting studies.  
    8. Keep informed on the latest standards, technologies, techniques, and trends in municipal storm water and construction industry through continuing education and research. 
    9. This position requires regular, reliable and punctual attendance. Employee must also be available to monitor and respond to emergencies which may occur outside of normal working hours.

Marginal Duties and Responsibilities

  1. May periodically assist at the Brookings Regional Airport with weekend on-call duties including inspection of airport runways and grounds for security and safety and assist with snow removal operations.  
  2. Assist other staff and city departments as needed.
  3. Attend training and seminars as deemed necessary.
  4. Perform duties in a manner consistent with safe practices and policies.
  5. Perform other such duties as assigned and/or deemed necessary.

Minimum Qualifications:

Education and/or Experience

  1. Associates degree in Construction Management, Civil Engineering Technology or similar degree required (emphasis on storm water preferred but not required).  Two years of progressively responsible experience in construction, codes, surveying, CAD, and inspection preferred.  A combination of education, training and experience may be considered in lieu of degree requirement.
  2. General knowledge of construction and engineering principles, practices, techniques, codes, tools and equipment used in technical engineering work in office and field, including surveying and inspection work desired.

Skills and Abilities

  1. General knowledge in AutoCAD is preferred, but not required.
  2. Demonstrate excellent customer service skills in person, over the phone and in writing.
  3. Considerable ability to read, prepare, organize and maintain engineering field and office data, detailed records and reports.
  4. Ability to use computers, calculators, and typical office equipment. Computer skills include: the ability to use Microsoft Excel to build basic spreadsheets with formulas; ability to use Microsoft Word to compose letters; and proficiency in Microsoft Windows.
  5. Ability to perform general surveying duties, such as construction leveling.
  6. Ability to safely operate motor vehicle. 
  7. Ability to work alone, and establish and maintain effective working relationships with others including the public, contractors, co-workers, etc.
  8. Ability to work in all types of weather conditions and have the ability to work occasional odd hours, holidays or weekends.
  9. Must have ability to be tactful and handle questions or concerns appropriately.
  10.  Must be safety conscious.  

Language Skills 

  1. Considerable ability to effectively, in English, communicate complex technical information, orally and in writing, to contractors, developers, property owners and the general public.  
  2. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, governmental regulations, ordinances, codes, construction plans and specifications.
  3. Assists in writing reports, business correspondence, specifications, and procedure manuals.
  4. Ability to effectively present information and respond to questions from managers, clients, customers, and the general public.

Mathematical Skills

  1. Ability to apply basic mathematical concepts, geometry, and calculate figures and amounts, such as proportions, percentages, and area.  

Reasoning Ability 

  1. Ability to evaluate site specific conditions based upon applicable codes, ordinances and engineering standards. 
  2. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Examination, Testing, and Certification

  1. Valid South Dakota Drivers License with acceptable driving record.
  2. Other such examination as deemed appropriate and necessary by the City of   Brookings.
