Position Title: Low Income Housing Tax Credits (LIHTC) Admissions & Occupancy Specialist

Department: Operations

Reports To: Residential Services Manager

Exempt / Non-Exempt: Exempt


Summary:

Under general supervision, the LIHTC Admissions & Occupancy Specialist is responsible for ensuring LIHTC low rent resident and homeownership compliance with all terms and conditions of the rental lease and the homeownership agreements.  The incumbent is the primary point of contact for residents of the housing authority’s rental units and homeownership units.

 

Essential Duties and Responsibilities:

  • Ensures compliance with all applicable program requirements for the residents.
  • Maintains documentation of all contacts with residents; by phone and/or in writing.
  • Maintains accurate, up-to-date files on each resident in her/his inventory; performs annual reexaminations of all assigned residents, verifies all information provided, recalculates payments, notifies resident of changes.
  • Initiates termination procedures of those residents in noncompliance with the annual re-certification requirements.
  • Attends meetings/conferences with local agencies, civic organizations, and HUD including workshops and training, etc. pertaining to the Residential Service Department.
  • Ensures timely submission of all documents required by the programs.
  • Provides presentations on different subject regarding housing, such as but not limited to cleaning, budgeting, fire safety.
  • Prepares and presents presentations to Districts and communities.
  • Performs home visits as needed.
  • Attends substantial number of evening and weekend meetings.
  • Performs other related tasks as assigned.


Minimum Qualifications

  • High school diploma or GED required; Associate’s degree in business, social services, or a related field preferred
  • Two (2) years of experience in housing programs, property management, case management, or compliance-related work
  • Strong knowledge of housing program requirements (e.g., HUD, homeownership, rental assistance); knowledge of LIHTC is a plus
  • Strong oral and written communication skills, including the ability to prepare reports and correspondence
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)
  • Ability to interpret and apply program regulations consistently
  • Excellent organizational and time-management skills, with strong attention to detail
  • Valid driver’s license and reliable transportation
  • Ability to work independently, handle confidential information, and maintain professionalism

 

Preferred Qualifications

  • Certification in Low Income Housing Tax Credit (LIHTC) or other affordable housing programs
