About the Department
Under general supervision, performs a variety of professional and technical duties in support of the City's economic development programs; implements marketing strategies for the City emphasizing business retention, attraction, and development; and performs related duties as required.
Position Duties
Assists in implementing and participating in programs to attract, retain, and expand businesses in the City of Montclair; coordinates projects with City departments and outside agencies; responds to inquiries pertaining to commercial real estate broker or site selector requests and business development; sends out informational materials marketing specific target areas; assists businesses by facilitating development-related processes such as initial inquiries regarding project sites, planning and land-use; collects, compiles, and analyzes economic, demographic, and marketing data; maintains an economic development database of broker contacts and retailers; utilizes membership database provided by International Council of Shopping Centers (ICSC) for follow up of retailer leads; develops and creates a variety of reports based on data collected; develops, implements, and coordinates targeted marketing programs for business attraction, retention, and development programs; provides input into the design, development, and production of marketing tools for professional publication; works to develop and/or prepare City ads and written narrative for publication in trade journals; develops innovative marketing strategies and communication tools to reach a variety of different markets in the promotion of the City of Montclair as the best business location opportunity; prepares newsletters, maps, marketing brochures, and flyers; makes presentations to members of the business community; organizes, plans, and implements information forums and workshops for the business community; attends meetings, seminars, and other events; represents the City and coordinates a variety of industry trade shows and conventions; coordinates major City events such as the annual State of the City, creates and proposes theme, develops script concept, and works with videographer to oversee video production of City projects and on-camera presentations; develops strategies based on research findings; develops innovative marketing strategies and communication tools to reach a variety of markets in the promotion of the City; meets with existing business customers on service and expansion issues; researches and develops recommendations on economic development projects; serves as business liaison to the Montclair Chamber of Commerce and Inland Empire Small Business Development Center; helps plan and organize business information forums and workshops for the business community; provides technical staff support to the Director of Economic Development Agency.; coordinates and monitors activities of consultants; interacts with coworkers at all levels in the organization in a collaborative and customer service-oriented manner; and carries out specific duties and responsibilities as required.
ORGANIZATIONAL RESPONSIBILITIES
This position reports directly to the Director of Economic Development Agency.
Minimum Qualifications
Knowledge of:
Federal and state laws, regulations, and procedures concerning economic development projects; prepares state and/or federal grants, interprets grant regulations and administers grant programs; financial procedures and regulations; research methods and sources of information related to urban growth and economic development; recent developments, current literature, and sources of information related to economic development planning; Municipal budget processes, procedures, and techniques; principles and practices of marketing, public relations, public speaking, public contact, and community relations; and various software applications including Adobe Suites CS4 and Microsoft Office Programs.
Desirable: Bilingual (English and Spanish)
Skills/Abilities to:
Research, prepare, and present reports on a variety of economic development projects; communicate clearly and concisely, both orally and in writing; deal tactfully and courteously with internal and external customers; work independently and set priorities; interpret financial statements and cost accounting reports; operate a computer and utilize a variety of software programs; must be able to utilize Adobe Suites CS4 including Adobe Illustrator, Adobe InDesign, Adobe Photoshop and Microsoft Word, Microsoft PowerPoint, Microsoft Publisher and Microsoft Excel; and establish and maintain effective working relationships with the community at-large, business owners, coworkers, and public officials.
EDUCATION AND EXPERIENCE
Graduation from High School or G.E.D. and a Bachelor’s Degree, or equivalent education/training and experience, in public administration, business administration, urban studies, marketing, or a closely-related field required. Two years experience working with economic development programs in a local governmental agency highly desirable.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; to operate a motor vehicle; to visit various affordable housing sites throughout the City; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, and stooping in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds.
LICENSE
Possession of a valid California driver license and proof of insurability required.
