About the Department
Position Duties
Under administrative direction, oversee, manage, and prioritize assigned departmental activities. Monitor operating budget and preparation of same. Develop and implement strategic goals for operational efficiency and increased productivity. Establish key performance indicators (KPI), quantitative and qualitative metrics, guidelines and standards to evaluate efficiency and effectiveness, and identify opportunities for improvement. Plan, organize, and direct day-to-day operations and programs. Plan, monitor, and analyze metrics to ensure timely completion of established goals and objectives. Perform other related duties as required.
Minimum Qualifications
- Bachelor’s degree in Business Administration, Public Administration, Economics, Urban Studies, or related field of study is required. Substitution: Two (2) years of any equivalent combination of education, training, and experience may substitute for each year of college education lacking.
- Six (6) years of full-time paid experience in a leadership role in related field is required.
- Three (3) of those years must involve development, implementation, and/or management of programs and services. Demonstrated organization, communication, and leadership skills through progressively responsible roles, culminating in a senior leadership role.
- Experience in developing strategies and plans.
- Knowledgeable of organizational functions and principles, including but not limited to human resources management, finance, customer service, and production.
- Valid State of Ohio Driver's License required.

Additional Requirements:
- Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment.
- Must be able to pass a pre-employment physical and drug test.
- Must be able to lift and carry a minimum of thirty-five (35) pounds.
- Must be proficient in the Microsoft Office Suite, particularly Excel and PowerPoint.
Preferred Qualifications:
- Master’s degree in Computer Science, Computer Engineering, Management Information Systems, or closely related field.
- Project Management Professional (PMP) Certification
- Network Professional Certification
Duties & Responsibilities
Reporting to the Assistant Director of Administration, this vision and results leader is responsible for creating an atmosphere for the leadership team, staff, and stakeholders to succeed in meeting the mission of the Department of Port Control (DPC).
Leads IT by developing and executing strategies in support of the overall direction of CDP. Provides strategic direction and oversight for the design, development, operation, and support of IT systems, including enterprise architecture management, application management, security and risk management, infrastructure and operations support management, asset management, and life safety systems.
- Systems Operations
- Execute global strategies for information systems, data, and analytics, including applications, cloud platforms, infrastructure, and architecture.
- Cybersecurity
- Align IT risk management such that security and compliance are in place. Ensure security of network infrastructure and data recovery centers.
- Projects Program
- Provide oversight and strategic direction for the long- and short-term management of assets, ensuring compliance with local, state, and federal requirements for all life safety systems.
- Customer Support
- Identify and implement methods to continuously improve processes and outcomes while utilizing industry standards and benchmarks to measure the customer experience for both internal and external customer expectations.
- Governance and Financial Stewardship
- Collaborate and coordinate with the City of Cleveland IT personnel and DPC executive and senior leadership on technological needs and plans of DPC.
- Identify and establish goals, objectives, and metrics for DPC IT that are consistent with the DPC and City of Cleveland strategic initiatives.
- Establish and enforce appropriate IT policies, best practices, processes, systems and technology portfolio, and lifecycle management. Design, implement and maintain Disaster Recovery and Business Continuity Plans.
- Establish KPIs and other performance metrics to monitor IT performance.
- Develop the IT annual budget and monitor performance against budget.
- Hire and develop IT team, adhering to progressive discipline when appropriate.
- Perform other related duties as required.
