DESCRIPTION 

 

Under the direction of the Coordinator for Secondary Social Studies, the Resource Teacher participates in curriculum development, mentorship of teachers, design and implementation of professional learning, engages with school system and community stakeholders, and proactively applies knowledge of current policies impacting secondary social studies education to inform instructional decisions. The ideal candidate for this position has experience writing secondary social studies curricula and possesses a deep understanding of the Danielson Framework, C3 Framework, and Maryland College and Career Ready Standards. The ideal candidate can implement the principles of NCSS best practices, Understanding by Design (UbD), Universal Design for Learning (UDL), and utilize Canvas learning management system and various digital learning tools. 

 

This position has an anticipated start date during the current school year. Applicants currently employed with another Maryland public school system are responsible for verifying eligibility for release for this non-supervisory position if selected. 

 

MINIMUM QUALIFICATIONS 

 

Applicants must meet all qualifications below to be considered for the vacancy. 

 

Education: 

  • Bachelor’s degree from an accredited college or university. 

 

Certification/Licensure: 

Priority will be given to applicants who: 

  • Hold a current Professional Maryland State Department of Education (MSDE) certificate/license in General Social Studies Secondary Content Area 7-12 (Social Studies, Geography, History, Political Science). 

 

Applicants may be considered who: 

  • Have completed all requirements to be eligible for a Professional Maryland State Department of Education certificate/license in the appropriate licensure area at the time of application. 

 

Out-of-state applicants are strongly encouraged to begin the application process for educator licensure with the Maryland State Department of Education in addition to uploading all required materials to your HCPSS employment application. 

 

Experience: 

  • Three (3) years of successful teaching experience in Social Studies at the secondary level in a PreK-12 setting.  

  • One (1) year of experience with recent leadership duties, responsibilities, experience, and/or roles (e.g., Instructional Team Leader, School Improvement Team, school-based committees). 

 

PREFERRED QUALIFICATIONS 

 

  • Master’s degree from an accredited college or university in education, curriculum and instruction, administration and supervision, or a closely related field. 

  • One (1) year of experience designing and delivering professional learning opportunities (e.g., school and district wide). 

 

ESSENTIAL POSITION RESPONSIBILITIES 

 

The below list is a summary of the functions of the job, not an exhaustive or comprehensive list of all possible job responsibilities, tasks, and duties. 

 

  • Supports the implementation of the 6-12 Secondary Social Studies program and initiatives aligned to HCPSS system priorities including the county wide National History Day competition. 

  • Assists with the design, development, implementation, and evaluation of 6-12 Social Studies curricula and instructional resources that are based on standards and best practices, integrate technology, and are aligned with meaningful assessments that provide actionable data for instructional planning. 

  • Provides leadership in the planning, organization, and implementation of professional learning opportunities for instructional staff and administrators that support the principles and best practices of teaching in Secondary Social Studies. 

  • Collaborates with staff throughout the Division of Academics, including Special Education, ELD (ESOL), Elementary Social Studies, the Offices of Diversity, Equity, and Inclusion and the General Counsel. 

  • Collaborates with school-based administrators to ensure exemplary implementation of the HCPSS curriculum and to support the professional growth of 6-12 Social Studies teachers through mentorship and support of teachers, especially first year teachers in alignment with COMAR. 

  • Recruits, interviews, and recommends Social Studies candidates to the Office of Human Resources. 

  • Supports partnerships among parents, the community, and the Secondary Social Studies Office including participation on the HCPSS Social Studies Advisory Board, supporting teachers addressing controversial issues, and building relationships and networks with regional and national organizations to promote and provide professional learning opportunities for social studies teachers.

  • Knowledge of Danielson Framework, C3 Framework, and Maryland College and Career Readiness Standards. 

  • Knowledge of Universal Design for Learning (UDL) and Multi-Tiered System of Supports (MTSS).  

  • Skilled in positive and professional communication styles, both written and verbal. 

  • Ability to stay highly organized, self-motivated, and manage multiple priorities and projects effectively.  

  • Ability to write secondary social studies effectively. 

  • Ability to apply NCSS best practices, Understanding by Design (UbD), and Canvas LMS and related digital learning tools.   

  • Ability to apply best practices in pedagogy for teaching about sensitive and controversial issues in Secondary Social Studies.

SELECTION CRITERIA 

 

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.  

 

EMPLOYMENT INFORMATION 

 

Compensation 

 

This is an 11-month per year position in the Howard County Educators Association (HCEA) employee bargaining unit. The current salary ranges for this position are on the 11-Month Teacher salary scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA Master Agreement which considers education and relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.  

 

Telework Program 

 

This position is eligible to participate after the first 60 working days of employment. Telework schedules will be subject to approval and determined by the department and/or supervisor.  

 

Retirement 

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary
