Job Title: Purchasing Director
Minimum Qualifications
- Minimum of bachelor’s degree with a major in Business Administration or related field; Master’s degree or higher preferred;
- Certified Chief Procurement Officer (CPO) required;
- Level One School Business Official License required or must obtain within six months of employment;
- Minimum of seven (7) years proven experience in public purchasing for a school system or government agency to include supervisory responsibilities;
- Good working knowledge of applicable computer systems, including word processing, database, and spreadsheet software;
- Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable;
Knowledge, Skills and Abilities
- Advanced knowledge of business practices related to purchasing and governmental procurement management;
- Comprehensive knowledge of laws, policies and procedures governing public procurement, and contract law;
- Ability to meet deadlines, work on multiple projects and direct the work of others;
- Professional written and oral communication skills;
- Ability to maintain a high level of professionalism and confidentiality regarding students, staff, parents, and school matters;
- Proficient in Microsoft Office Suite, Google Suite or related software;
- Excellent organizational skills and attention to detail;
- Ability to work with limited supervision;
- Ability to interact with staff, students, parents, and visitors at school while remaining professional, polite, and courteous;
Essential Job Responsibilities
- Directs activities of the purchasing function in accordance with the New Mexico Statutes, State Board of Education Rules, School Board Rules and Administrative Procedures.
- Procure and supervise the timely procurement of all good, supplies and services in accordance with all applicable federal, state and local laws, policies and procedures.
- Develops purchasing objectives, programs, and procedures for the negotiation and acquisition of materials, equipment, supplies, and services.
- Maintain the integrity of the public procurement process.
- Ensure purchasing practices are consistent, open, and designed to encourage maximum competition and best value procurements.
- Prepare and issue solicitation documents.
- Receive and evaluate proposals and bids; award or recommend the award of contracts to the Board.
- Conduct negotiations with suppliers on proposals, contracts and contracts. Execute contracts on behalf of the District.
- Maintains public relations and ongoing communications in working with vendors, sales persons, representatives, and district schools/departments.
- Studies price trends and market conditions and keeps informed of sources of supply and new product developments.
- Assists in and approves the development of the qualified bidders list within the proper vendor classification.
- Reviews bid invitations prior to solicitation and establishes bid schedules.
- Prepares bid documents to accompany bid specifications.
- Maintains files of current and past RFP’s, ITB’s. Professional Services contracts and competitive Purchase agreements under existing contracts.
- Approves purchase orders before encumbrance by the finance department.
- Maintains file of catalogues and price lists for the use of school principals and department heads to assist them in obtaining the current information on equipment and supplies.
- Assists in developing plans for physical plant facilities and makes recommendations for furnishings and equipment for new facilities and additions/renovations.
- Collaborates with schools and departments to maintain inventories.
- Serves on committees in connection with the procurement of school equipment, supplies, and services.
- Supervises the purchasing functions of the district.
- Presents all notifications of award for various procurement solicitations to the RRPS Board of Education, ensuring compliance with applicable policies, procedures and regulatory requirements.
- Collaborates with vendors to provide guidance on navigating procurement solicitations and conducts market analysis to identify best-value opportunities that support organizational goals.
Additional Duties
- Complies with and uphold and enforce rules, administrative directives and regulations, school board policies, and local, state, and federal regulations;
- Direct and Manage District inventory, fixed assets and dispositions
- Safeguards confidentiality of privileged information;
- Maintains professional relationships and work cooperatively with employees, the community, and other professionals;
- Maintains professional competence through individual and district training, in-service educational activities, and appropriate self-selected professional growth activities;
- Meets deadlines and work on multiple projects;
- Attends staff meetings and conduct, as may be necessary;
- Complies with state-approved New Mexico Administrative Code of Ethical Responsibility of the Education Profession and the RRPS Employee Standards of Conduct and upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations;
- Employee may be assigned other duties based on the needs of the district during the term of employment.
