Utility Billing Customer Service Representative at City of St. Charles, IL

About the Department

We are seeking a service-oriented Utility Billing Customer Service Representative to join our Finance team. We offer a supportive work environment that encourages learning and professional development. Responsible for applying customer service and clerical skills to aid the department and residents. This position involves significant public contact both in person and on the phone. 

Position Duties

• Answering customer inquiries and receiving payment collections via telephone, in person, and through email. 
• Collecting, scanning, and balancing utility payments for posting and setting payment agreements with customers.
• Requesting, receiving and processing utility applications, including entry into the utility billing system. 
• Using the City’s utility billing system, Northstar, to assist customers or coworkers.
• Processing customer and vendor deposits, and proof various reports for accuracy.
• Processing payments for applicable tickets and violations and investigating returned mail. 
• Communicating with customers and staff in a timely, accurate, and professional manner.
• Perform various office duties, like copying, stuffing envelopes, distributing mail, and preparing correspondence.
• Assist Utility Billing Accounts Representatives with various aspects of billing process or activities as needed.

Minimum Qualifications

• High School diploma or equivalent. 
• Minimum of one year of customer service experience required, billing and cashiering experience a plus.
• Excellent oral and written communication skills to provide superior customer service.
• Intermediate skills with Word, Excel, and Outlook (billing software skills a plus). 
• Bilingual with Spanish would be a plus.
• If selected, successful completion of background investigation (including fingerprinting) and drug screen.
