Under the direction of the Utilities Superintendent is responsible for organizing and directing the work of a moderate-sized group of skilled workers, equipment operators and laborers in the operation and maintenance of water distribution; sanitary sewer collection and storm drainage system piping and appurtenances. Work is performed with considerable latitude and independence in decision making within established policies. Manager participates in rotational emergency response and as needed. Work is reviewed through observation, conferences, reports and for results obtained. Performs other work as requested.
Position Duties
Organizes, directs and participates in new construction, maintenance and rehabilitation of water, wastewater and storm appurtenances and facilities.
Coordinates with the Assistant Utilities Superintendent in capital and regulatory projects that impact water, wastewater and storm systems.
Coordinates with other supervisors both for effecting repairs and maintenance to the water, wastewater and storm systems and to provide support for other division and city missions.
Supervises and coordinates the activities of subordinates; develops methods, policies and procedures to ensure efficient system operations.
Provides input into preparation and monitoring of water, wastewater and storm budgets and purchases.
Responsible for the requisition of water, sewer and storm system supplies and services.
Oversees the maintenance of water, wastewater and storm systems and recommends and/or implements improvements for operational efficiency.
Provides process and maintenance troubleshooting in maintaining efficient and effective water, wastewater and storm system operation.
Supervises I&I investigations which includes public notification, education, report preparation, and recommending remedial action as a result of this investigation.
Interacts with the Utility Billing Department for shut off scheduling and procedures, customer complaints and related tasks.
Responds to inquiries and complaints by telephone, in person or by written correspondence; prepares reports and correspondence.
Oversees and may participate in specialized projects including work done by contractors.
Maintains departmental records such as job costs, excavation reports, timesheets, material inventory, vehicle maintenance, water and sewer line locations, permits, etc., prepares reports of special interest to the Utilities Superintendent.
Evaluates new construction and maintenance projects to determine materials, equipment and labor required and oversees such projects to a successful end.
Reviews blueprints for new construction to determine compliance with divisional requirements and potential problems. Provides comments to Engineering both through written record and attendance at preconstruction meetings.
May perform the duties typically performed by those he/she supervises.
Minimum Qualifications
High school diploma or GED; one (1) year of practical experience in a water distribution system and/or one (1) year of practical experience in a sewer collection system. Commercial Driver's License required within six (6) months of appointment. Must hold one of the following Ohio EPA licenses upon appointment: Class I Water Distribution, Wastewater Collection, Water Supply or Water Treatment.
Other Qualifications
Considerable knowledge of the methods, materials and techniques used in the operation and maintenance of water distribution, storm drainage and wastewater collection system and in the installation and repair of water and wastewater lines.
Knowledge of the operation and maintenance of various types of apparatus and equipment used in the water and wastewater industry. Special emphasis of skills needed in relation to sewer jet operation, televiewing equipment and procedures, sanitary sewer rehabilitation, SCADA system and valve operation.
Continue professional development through participation in training, industry networking and active membership in professional organizations.
Ability to train and instruct subordinates in the use and application of tools and equipment; operation and maintenance of water, wastewater and storm sewer system appurtenances; city and division policies and procedures; and safety regulations.
Ability to establish and maintain effective working relationships with supervisors, co-workers, employees and the public.
Ability to read blueprints/plans.
Knowledge of Federal, State and local laws as they affect the operation and management of water, wastewater and storm systems.
Knowledge of the hazards to health and safety requirements involved in the water and wastewater fields.
Knowledge of modern management methods and practices.
Ability to plan, assign and direct the work of subordinates.
Ability to communicate clearly, orally and in writing.
Ability to interpret tests, gauges and meters used in regulating the water and wastewater systems.
Ability to troubleshoot and repair mechanical and electrical equipment.
Skill in the use of modern office equipment and software programs.
Ability to assess and evaluate employee capabilities and provide tools needed for continued development.
Physical ability to perform the duties of the job.
