POSITION SUMMARY

Supervises the daily facility operations of Complex Care.   The operation encompasses services 24 hours a day, seven days a week, serving up to 83 guests nightly.  This position is also responsible for the direct supervision of frontline staff.

ABOUT OUR PROGRAM/DEPARTMENT

The Complex Care Shelter (the Sockeye hotel) provides supportive services for individuals who have difficulty accessing and navigating congregate shelter due to disability or health characteristics. CCS operates 24 hours a day, seven days a week serving up to 83 guests nightly in single or double occupancy rooms. CSS provides day services to adult men, women and seniors in a trauma informed service model. REQUIRED COMPETENCIES

Competencies:  Must be able to maintain program/participant/agency confidentiality and treat everyone with dignity and respect.  Must have the ability to establish and maintain professional boundaries with staff, program participants and volunteers. Ability and desire to work with a variety of people to carry out the mission and purpose of the program.  Ability to provide supervision and be a team member with program staff, agency personnel, and community service providers.  Ability to work with and advocate for people experiencing homelessness.  Ability to handle crisis situations with minimum supervision.  Excellent interpersonal skills required.  Ability to work alone or as part of a team.   Commitment to provide services in a manner that is welcoming and appropriate to the special needs of those affected by trauma.

Must react effectively in crowded and stressful situations.  Ability to provide supervision and training to volunteers, interact positively with other CSS staff members and clients.  Appropriate interpersonal, written, and verbal communication skills. Team building skills. Computer skills in most Microsoft Office applications.  Logistics skills to facilitate smooth operations of the shelter.

RESPONSIBILITIES

Service Delivery:

  • Strategize, in conjunction with other staff and plan service delivery at Complex Care
  • Evaluate program policies and practices regularly in coordination with the program director; this information is used to inform and adjust practices on a regular basis.

Shelter Operations:

  • Perform and oversee daily facility needs of the shelter.
  • Coordinate maintenance issues with facilities department.
  • Monitor inventory of program supplies within budget.  Ensure adequate levels of supplies, including janitorial, kitchen, laundry, and office supplies.
  • Manage all supplies, keep storage areas in good order, rotating stock.  Keep list of needs updated, share extra or unneeded supplies with other CSS programs.
  • Ensure cleanliness of physical facility, including daily, weekly, monthly, and annual cleaning operations.   (May be in conjunction with Facilities Department)
  • Ensure effectiveness of operational cleaning procedures
  • Ensure daily maintenance of facility and laundry systems with special regard to health and dignity concerns.
  • Pick up supplies as needed.
  • Ensure the campus grounds are clean and free of debris.
  • On call duties to ensure full staff coverage on shifts.
  • Immediately report serious personnel, shelter, or media incidents to director.
  • Attending staff and management meetings.
  • Set up and take down for special events.

Supervision:

  • Direct supervision of staff. Includes recruiting, selecting, training, scheduling, disciplining, and terminations (in conjunction with the Program Director and HR department).
  • Ensure all staff have structured, strengths-based supervision from someone who is trained in understanding trauma.
  • Manage daily shift operations, ensure adequate and appropriate staffing, and cover shifts when necessary.
  • Ensure shift staff are trained in effectively identifying and addressing client needs.
  • Ensure personnel are informed of and adhere to all CSS/BFS policies, as well as Department of Labor regulations.

Program Services/Administration:

  • In conjunction with the Program Director and other Program Managers, evaluate, revise, and implement program policies and procedures.
  • Produce statistical and narrative program reports for grants, PQI, and other needs.
  • In conjunction with Program Director, engage other programs and partners as needed.
  • Under the direction of the Program Director, act as liaison with Anchorage Police Department and Anchorage Safety Center, and other emergency services.
  • Review and forward Critical Incident Reports as necessary.  Provide statistics as requested.
  • Oversee regular clearance of the client medication box and facilitate disposal of medications with clinic staff.
  • Supervise and help to develop GSS Lead positions.
  • Assist Program Director with drafting and monitoring annual budget for relevant portions of the program.  Adjust expenditures as necessary; code and authorize check requests.
  • Address client concerns utilizing a trauma informed strategy.
  • Act as an advocate on behalf of the population served and/or individual clients when necessary.
  • Ensure all staff are trained and reports are correct and timely.
  • Provide professional support for the daily management of the onsite case management team.
  • Immediately report serious personnel, shelter, or media incidents to director.
  • Performs other duties as assigned.

QUALIFICATIONS

Education

Minimum Education Requirement: Bachelor’s degree in social work, sociology, psychology, counseling, business, or a related field. Four (4) years of experience can be substituted for the required education. 

Minimum Experience Requirement: One (1) year of relevant work experience with supervisory and management duties required. 

A relevant combination of education and experience may be considered. 

WORK ENVIRONMENT

Work Environment: Work is performed in a homeless shelter for people experiencing homelessness.  Must be able to work with occasional distractions and noise. Must be able to work a variety of days and hours to oversee a portion of a 24/7 operation.  

Travel: Travel out of Alaska is rare. Occasional travel within the Municipality of Anchorage is required.
