Reports to: Water Superintendent
Salary range: $30.26-$37.06
FLSA Status: Full time, Non-exempt - hourly
Position closes: Midnight Sunday October 12, 2025
Position Summary: Under general supervision, monitors and inspects construction projects performed by contractors and City crews on the water distribution system to ensure work is completed in accordance with City of Cañon City construction standards.

· Monitor and inspect construction work performed in and around the City’s water distribution system by contractors, City crews, and utility companies.
· Ensure that construction standards are met, and that approved construction plans are followed.
· Interpret and provide specification standards to contractors regarding water line placement and sizing.
· Schedule water service interruptions and communicate to appropriate personnel.
· Oversee the filling, flushing, and testing of water lines.
· Keep computerized records of water system construction and related documentation.
· Prepare memos and letters to supervisor, contractors and other utilities concerning projects.
· Keep water system maps, valve books, and construction drawings up to date. Assists in preliminary reviews of water distribution system construction plans.
· Perform general inspections of existing water system installation projects to identify any concerns with construction.
· Provide excellent customer service to external and internal customers including but not limited to effectively listening and communicating, providing accurate information, offering solutions, assisting in resolution, and ensuring timely follow up as needed.
Non-Essential Duties and Responsibilities*: The following duties, although not essential to the position, are important components to the smooth and efficient operation of the Division, Department, and City.
· Assist water department crews with routine maintenance and emergency repairs in the distribution system.
· Perform duties of Water Distribution Supervisor during absences or when requested.
· Review and prepare pay applications for contracted work.
· Review and approve drawings for proposed water main work.

· Knowledge of principles and processes of standard construction practices for municipal water distribution systems.
· Knowledge of federal, state, county, and city laws, codes, regulations, policies and ordinances pertaining to public water distribution systems.
· Knowledge procedures for testing pressurized water distribution lines.
· Knowledge of methods of operation of equipment used in water distribution system operation, testing, and construction including motors, generators, pumps, pressure pumps, colorimeters, and tapping machines.
· Knowledge of principles and processes for safe use of tools and equipment used in construction
· Knowledge of principles and processes for providing excellent customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction Ability to communicate effectively verbally and in writing.
· Ability to write routine reports and correspondence.
· Ability to ensure the safety of self and others involved in utility construction projects.
· Ability to ensure the safety of self and others while operating tools and equipment.
· Ability to build effective relationships as needed with employees, government officials, contractors, vendors, and the public.
· Skilled in reading maps pertaining to underground utilities.
· Skilled in reading and preparing drawings pertaining to utility construction projects.
· Skilled in performing water system tests and analyzing test results.
· Skilled in understanding and conveying construction information and requirements to contractors, City crews, project engineers and civil engineers.
· Skilled in the use of hand tools and measuring equipment.
· Familiar with basic computer functions. Proficient in Microsoft Office Suite or related software. Knowledge of basic office equipment including but not limited to copiers, fax machines, multi-line phone systems, and adding machines.
Requirements
Minimum Qualification(s):
Experience
· Three (3) years of experience with municipal water distribution systems.
Education
· High school diploma or equivalent.
Licenses/Certifications
· Class III Water Distribution Certificate within six months of hire
· One (1) year of experience with components of Microsoft Office, or similar computer platform..
Any equivalent combination of education, training and experience that provides the listed knowledge, abilities and skills may be substituted.
Preferred Qualification(s):
Experience
· Five years of experience with municipal water distribution systems.
· One year of experience with a Geographic Information System (GIS).
Education
· Associates Degree in a related field.
Licenses/Certifications
· Colorado Class “A” Commercial Driver’s License with Tanker and Air Brake Endorsement.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee will travel within the City of Cañon City and Fremont County
· Majority of work time will be indoors with low noise levels.
· Physical demands of job require some lifting; pulling; carrying and pushing of objects –approximately 15 pounds.
· Frequent bending, simple grasping, finger/manual dexterity, standing, walking, twisting upper body, stooping, and hearing.
· Occasional climbing on stairs.
· Communicates verbally with City staff, outside agencies and the public in one-on-one settings, group settings and over the telephone.
Additional Information:
· This position will typically work Monday – Friday but will flex to working weekends and evenings based on seasonal, organizational or event needs.
· This position will be required to attend occasional City Council meetings and/or other meetings and events after normal work hours.
· Travel within the City of Cañon City and Fremont County will be required.
· Frequent extension of work day to meet deadlines.
