About the Department

Under general direction, the Recreation Manager is responsible for providing administrative and moderate-to-complex support that requires a high level of analytical skills for the department and senior management. Independently administers several assigned responsibilities, ensuring excellent customer service. Provides operational support, performing delegated tasks, including special projects, and other duties as assigned.

Position Duties

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.

  • Manage and oversee all special event applications, coordinating city resources, permits, and logistics with outside organizations and internal departments.
  • Administer and schedule Chautauqua Auditorium reservations, ensuring efficient use, contract compliance, and customer satisfaction.
  • Oversee the hiring, training, and scheduling of seasonal recreation staff, including lifeguards and program aides, ensuring proper certifications, compliance, and professional development.
  • Develop, implement, and evaluate a wide range of community recreation programs and events that serve diverse demographics, including youth, teens, adults, seniors, and special populations.
  • Serve as the department’s recreation management software administrator (registration, reservations, memberships, reporting, etc.), ensuring staff training, troubleshooting, and accurate data tracking.
  • Prepare and deliver updates and reports to the Parks and Recreation Board, City Council, and departmental leadership.
  • Assist with the development, monitoring, and management of program budgets.
  • Establish and maintain partnerships with schools, nonprofits, businesses, and community organizations to expand recreational opportunities.
  • Monitor and evaluate program participation, trends, and community needs to make recommendations for new or revised offerings.
  • Ensure compliance with all city policies, state regulations, and safety standards, including risk management practices for programs and facilities.
  • Provide on-site supervision at programs, events, and facilities as needed, including evenings, weekends, and holidays.
  • Perform related duties as assigned in support of the Parks and Recreation Department’s mission.

EMPLOYMENT STANDARDS:


Knowledge of:

  • Recreation programming, event coordination, and facility operations.

  • Pertinent Federal, State and local laws, codes and regulations.
  • Principles and practices of program development and administration.
  • Principles and practices of municipal budget preparation and administration.
  • Modern office procedures, methods and computer equipment.
  • Operations, services and activities of the city.
  • Methods and techniques of report preparation.


Ability to:

  • Recruit, train, supervise, and evaluate assigned staff and volunteers.
  • Proficiency with recreation management software and Microsoft Office Suite.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and follow oral and written instructions.
  • Prepare reports, budgets, and presentations for boards and leadership.
  • Work flexible hours, including evenings, weekends, and holidays as required.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Analyze and assess programs, policies and operational needs and recommend appropriate adjustments.

Minimum Qualifications

Education, Training, and Experience:

  • Bachelor’s degree in Parks and Recreation Management, Sports Management, Leisure Services, Public Administration, or a related field.
  • Three (3) years of increasingly responsible experience in recreation programming, facility management, or event coordination, including one (1) year in a supervisory role.


Licenses and Certificates:

  • A valid state driver’s license is required at the time of appointment and must be maintained throughout employment. 
  • Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) preferred.
  • Certified Parks and Recreation Professional (CPRP) preferred.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position may require availability to work a flexible schedule during peak times.
