SUMMARY:
This role requires a professional with an architectural degree and solid experience in development, project management, construction administration, and CAD drafting/design. The Project Manager oversees all phases of the building process—from initial planning through final inspection—working closely with contractors, engineers, and architects to develop plans, set timelines, and control labor and material costs.
Key responsibilities include ensuring projects are delivered on budget, on schedule, and within scope; drafting and interpreting construction plans and specifications; and applying local, state, and federal building codes and requirements. The position demands excellent written and verbal communication skills, the ability to work independently, and the capacity to provide policy-development guidance as needed.
DUTIES:

PLANNING OF PROJECTS
- Owner Representative for Development and Construction projects from planning stage to final construction.
- Oversees large construction projects on new developments up to 25 million dollars as well as smaller capital projects maintaining the properties.
- Represents PCHA in a professional, articulate manner.
- Ability to organize and establish priorities for assigned projects and duties with minimal supervision.
- Ability to prepare accurate financial and other records in a systematic legible manner.
- Works with management to assess program needs.
- Provides weekly reports of all construction projects throughout the agency. Plans all projects the prior year and then strategically implements them at different seasons of the year to complete all projects in a timely fashion within budget deadlines.
- Development: Research data as well as provides information necessary for the creation and updating of development and operating budgets for new developments in pro forma format. Works with vendors, contractors, and consultants to efficiently facilitate the processing of documentation and information.
- Assists Senior Staff in developing construction and renovation budgets for all existing properties and new developments; Creation of the PCHA Agency Report and the Asbestos Operations & Management Plan; Works closely with the purchasing department in attaining multiple bids, attending pre-bid meetings, development of project budgets, reviewing contracts and bid proposals, and submitting recommendation of contractors.
- Other responsibilities include assist in grant writing, creation of scopes of work, specifications, renderings, code research, ADA reasonable accommodations, cost estimates, Davis Bacon Interviews, Pre-REAC inspections, and assist in writing requests for qualifications.
- Coordinate’s construction projects related to insurance claims.
DESIGN
- Research new methods and construction materials.
- Coordinates the work of a development team for new construction by working closely with the developer, contractor, architect, managers, and engineers to oversee the developments of each phase: master planning, schematic design, design development, construction documents, bidding/ negotiations, and construction administration.
- Oversees the completion of construction documents in a timely and accurate manner demonstrating the capabilities of the Construction Department.
- Reviews and provides quality control on all construction documents created for agency.
- Revise plans as needed. Incorporate engineering and details in plans.
- Evaluate construction documents and present suggestions for improvement. Finalize as-builds upon completion of project. Make corrections to plans as needed. Maintain communication with consultants and / or architects when necessary to complete accurate Plans.
- Meet drafting deadlines. Maintain a current knowledge of the latest CAD related technology.
- Analyze and understand various building components to strategically select the best product for long term use in life expectancy and cost.
CONSTRUCTION MONITORING
- Understanding construction inspection, contract management, budget monitoring and knowledge of MS Project.
- Provides administrative support for HUD, Tax Credit, and Bond Financed Programs, as applicable. Monitors program guidelines to ensure staff can rely on current information for planning and operating development and capital projects.
- Provides support in the preparation of construction contracts, spreadsheets, bid forms, bid specifications, pre-construction conference materials, bid opening support and program reporting.
- Prepares requisitions to funding institutions for payments as needed. Prepares, updates, and monitors spreadsheets for development and construction budgets.
- Monitor’s construction activities by personal inspection to ensure work quality and to ensure that schedules are met. Initiates the approval and payment process and is responsible for final acceptance of all work performed by contractors and/or vendors.
- Daily inspections of the new construction and large to small renovations of apartment complexes. Day to day activities on site include monitoring of construction progress, quality control, and assist superintend of design and construction changes due to coordination of trades in the field. Review and quality control of construction documents and specifications submitted from architecture firms. Selection of materials, finishes, fixtures, and equipment of new construction and renovation projects.

Qualifications
QUALIFICATIONS:
MINIMUM REQUIREMENTS
- Bachelor’s Degree from an accredited college or university with major course work in Architecture, Construction Management, or another related field.
- Advanced Experience in the architectural/construction field.
- Must have a successful history of working with designers, architects, consultants, and project managers.
- A combination of experience and training would likely provide the required knowledge and abilities to qualify.
- Computer proficiency in MS Windows operating system and MS Office software including Word, Excel, Outlook and PowerPoint; and the ability to operate internet applications and electronic mail.
- AutoCAD Architecture 2011-2012, AutoCAD MEP 2011-2012, Autodesk, Revit 2011-2012, and Photoshop experience preferred.
- Florida Class “E” driver’s license and be insurable by PCHAs liability and fleet insurance carrier.
QUALIFICATION PROCEDURES

- Conduct code research, write project specifications, manage project budget, coordination of design development drawings and construction documents with engineers.
- Understand construction contract management and budget monitoring.
- Interpret and apply Federal, State and Local policies, laws and regulations.
- Be highly organized for fast-paced office environment.
- Work independently on complex and confidential tasks.
- Compose effective and accurate correspondence and to deal with non-routine and complex matters.
