JOB SUMMARY: Key upper-level management position and assistant to the Executive Director (ED) responsible for a comprehensive range of management, planning, operational, and oversight functions and in carrying out and achieving the goals identified in the Indian Housing and Strategic Plans. Duties and activities can be inclusive of grant, administrative, financial, personnel, operational, and project management; property management of rental properties; construction/rehab programs for private home ownership properties and housing development within the service area. Includes policy and grant writing, supervision of department level managers and day-to-day operations in the absence and as delegated by the Executive Director.
Must develop and maintain a strong working relationship with ED, uphold organizational and leadership vision, direction, values to be able to collaborate and be successful in this position. Must also inspire the trust of others by maintaining a strong degree of confidentiality, treating people with respect, working with integrity, following through and keeping commitments.
This position has the potential of advancement to the Executive Director position as part of the organizational succession plan.
Position Duties
DUTIES AND RESPONSIBILITIES:

- Investments; Cash, Debt and Account Management

- Strategic Plan
- Housing and Infrastructure Development (including environmental review requirements)
- Private Rehabilitation Programs
- Grant/Program Implementation & Administration
- Administrative
- Fiscal Management
- Records Management/Disposition
- Policies& Procedures
- Reports to HUD, grant/funding agencies, leadership
- Timekeeping
- Assistant to ED
- Preparation of agendas, reports, materials and arrangements for a variety of meetings/events.
- Grant writing and reporting
- Liaison to other agencies, organizations, committees as directed by ED.
- Supervision/Personnel Management
- Of all Department Heads
- Staff training ,performance standards/evaluations
- Acting ED in absence of ED
- Ensures compliance with NAHASDA, Tax-Credit, and other outside funding agencies' rules and regulations.
- Stays abreast of and interpret governing legislation, regulations, and rules about the Housing Authority’s operations, including fiscal, property and tenant management.
- Ensures that all policies and procedures enacted by the Housing Authority are implemented and applied consistently. Revises current policies/procedures as necessary to meet current regulations.
- Performs other such duties as may be assigned by the Executive Director.
SUPERVISORY AUTHORITY: Supervisory authority over day-to-day activity of Department Heads. In the absence of the Executive Director, oversees and supervises operations.
Minimum Qualifications
KNOWLEDGE&SKILLS:
4. Knowledge and previous experience in private home rehabilitation programs, housing/infrastructure development, project/program management.
8. Excellent communication skills (verbal and written) with experience in making effective oral presentations to public agencies. Also, must have the ability to write effective plans, reports, grants, contracts, and correspondence.
9. Excellent interpersonal and public relations skills and the ability to establish and maintain good relations with staff, tenants, community members, the media, contractors, as well as tribal, federal, and state officials.
10. Excellent customer service skills. Ability to perform customer needs assessments, meeting quality standards for service. Respond to requests for service and assistance. Maintains focus on conflict resolution, as opposed to blame. Listens to others without interrupting. Keeps emotions under control.
13. Strong attention to detail, consistent, methodical.
14. Computer proficient in the use of microcomputers and software used for effective database, financial management, data analysis, word processing, and report generation. Microsoft Office (required), MIP (preferred), HDS (preferred), Inventory (optional), and others related to successful job performance.
- Highschool diploma or HSED/GED.
- Bachelor’s degree in Business, Tribal/Public Administration, Management, or related field preferred (minimum).
- Previous experience working in a Housing Authority in a supervisory or key management role.
- Three (3) or more years supervisory experience.
- Strong background & previous experience in financial management–budget, reports, audits, investments, and governmental accounting-related software (MIP).
- Previous experience doing grant writing/administration.
- Must possess, exhibit and maintain a strong degree of ethics and confidentiality.
- Previous experience with Housing Data System (HDS) and Microix software.
- Ability to work a flexible schedule and do intermittent travel.
- Subject to successfully passing local and federal background checks.
- Must possess and maintain a valid Wisconsin Driver's License to maintain employment and meet eligibility for RCCHA’s automobile insurance.
- Must be bondable.
- Must be able to comply with any current or future policies regarding employee conduct or tribal ordinances to maintain employment.
Other Qualifications
PERSONALCONTACTS: Daily recurring contacts with Housing Authority leadership, staff and management, tenants/residents, contractors, external agencies, Tribal departments.

WORK ENVIRONMENT: Office is located at the Red Cliff Chippewa Housing Authority Office; work will be in office space, shop, housing units and the field (outdoors). The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work will include both indoor and outdoor work which means an employee can be exposed to wet, humid, extreme heat and/or cold conditions. Employee may also be exposed to moving mechanical parts, heights, fumes or airborne particles, toxic or caustic chemicals (paint, varnish, floor strippers, cleaning/disinfecting supplies). The noise level in the work environment will fluctuate based upon the task. Buildings and company vehicles are smoke-free.
TRAVELREQUIREMENTS: Will be required to travel locally, travel to and from worksites, and do periodic travel for training/meetings both locally and nationally, which may involve overnight stays.
