Duties
Operates a professional Department of Defense (DoD) UH operation, consistent with those services and amenities provided in a commercial, mid-grade hotel for Permanent Party Sailors, Students and other authorized categories. Responsible for the efficient and proper use of funds associated to the MOA to include labor, equipment and supplies. Provides customer-facing integration, execution, and management of services and resources at the installation level. Ensures the safety and security of tenants, guests, associates, and lodging assets. Participates in the development and execution of the Region's annual business plan and budget. Ensures UH business plan objectives associated with the MWR & MOA are met. Ensures proper response to all tenant comment card surveys in a professional and timely manner and in accordance with program standards. Attends Commander Navy Installation Command (CNIC), Region, and Installation lodging training to ensure proper training of employees to meet program standards and developmental expectations, and that training efforts result in improving performance in operational management and service delivery. Examples include professional certifications; CNIC hosted management training; CNIC approved on-line training; and achieving property accreditation when required. Manages and participates in improvement efforts. Demonstrates proficiency and knowledge with barracks management processes and reporting systems. Utilizes the enterprise Military Housing (eMH) System to access tenant information and retrieve information for analytics, reporting and forecasting. Prepares reports for higher authority and analyzes, evaluates and implements instructions and notices from higher authority. Assesses trends and problems that span the operation; recommends and implements necessary changes; and evaluates results. Provides support for a recurring facilities preventive maintenance program and ensures received maintenance requests are routed to the correct office. Meets program standardization goals and participates in barracks improvement processes and UH work groups. Maintains fiduciary accountability for the safeguarding of all funds in accordance with government financial guidelines associated with the MOA. Ensures compliance with Navy UH regulations, instructions, directives, and guidance. Trains staff on UH program, policies, and the eMH system. Participates and assists in the UH Tenant Satisfaction Surveys (TSS). ??Work closely with the Region UH Manager in support of process improvement and implementation, procedural guidance, training, and program objectives. Forms partnerships with UH Management, Installation Program Directors, and Military Counterparts. Acts as an eMH system Subject Matter Expert (SME). Provides supervisory technical oversight for three or more site subordinates at the NF3/GS7 level. Conducts monthly, at minimum, visits at each subordinate site and conduct an operational review. Identifies and implements corrective measures, changes and improvements. Assesses and investigates problems in any or all management phases. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Guides the resolution to controversial situations for matters not resolved through Installation level actions. Establishes objectives and planning, assigning, and setting priorities for accomplishment of workload. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities, performing this directly with Installation MWR & UH MOA employees. Evaluates the performance of subordinate supervisory employees. Provides advice, counsel, or instruction on work or administrative matters. Ensures staff receive proper training to fulfill requirements of their positions. Generates requests for personnel actions as required. Interviews candidates and makes or approves selections or reassignments of subordinate personnel. Effects serious disciplinary measures. Oversee employee development and makes decisions on non-routine or costly requests; approves expenses; recommends awards; ensures compliance to CNRNW Dress Code Policy; ensures employees are outfitted with proper uniform attire. Works to improve corporate image and quality of work and devises strategies for cost and timesaving. Prepares or approves Performance Standards, ensuring equitable standards and rating techniques are applied. Has a continuing responsibility to actively support and promote all aspects of the command EEO program including: Affirmative Employment Plan, Federal Equal Opportunity Recruitment, Disabled Veteran, Handicap Program and all EEO committee assignments of employees.
Qualifications
The incumbent should have a minimum of five (5) years experience in a position related to a lodging operation, with at least three (3) years supervisory experience. Professional knowledge of lodging organization, administration, policies/procedures, and supervisory practices in conducting day-to-day operations.Knowledge of daily operations of government-owned permanent party barracks, student barracks, or similar hospitality management operations to include safety, environmental and fire prevention regulations and practices; barracks management procedures; front desk operations; housekeeping procedures; and facility maintenance principles and practices. Knowledge of an automated property management systems. Experience with Enterprise Military Housing (eMH) is desirable. Ability to handle a wide range of policies and regulations pertaining to often complex situations involving the utilization of government-owned housing facilities. Knowledge of federal and state laws, regulations, and policies required to effectively manage human resources requirements (e.g., recruitment and hiring practices, performance management, compensation and pay rules, etc.). Knowledge of techniques to mentor, motivate and coach subordinate employees and skill in leadership practices. Ability to use range of software applications for communication and management functions (e.g., Word, Excel, PowerPoint, Outlook, etc.). Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the housing program. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing, in English.
Education
A bachelor's degree in Business, Hotel Management, or related field is preferred, but may be substituted with experience or combination of education and experience. **If requesting education as a substitution for any experience, all transcripts must be attached with submission to be considered.**
