JOB SUMMARY

 

The Human Resource Manager oversees and manages payroll, benefits and other HR Related functions. This role will support the HR Director, branch field and office staff, ensuring compliance with employment laws, creating a positive work environment, and aligning HR practices with business goals. The HR Manager will be responsible for some employee relations, performance management, training and development, payroll and benefits administration, and ensuring adherence to safety and labor regulations specific to the construction and supply chain industry. 

 

RESPONSIBILITIES:

 

  • Manages the day-to-day operations of the payroll department, overseeing payroll activities across three entities: PLR, BPSC, and Canada.
  • Oversees implementation, maintenance, and regular review of payroll systems to ensure timely and accurate processing of all payroll transactions, including salaries, benefits, garnishments, taxes, and other deductions.
  • Collaborates with finance and payroll teams to ensure accurate and timely compensation, while ensuring compliance with certified payroll, prevailing wage, and union requirements.
  • Leads internal audits to verify that HR records are current and in full compliance with company policies and regulatory standards.
  • Ensures accurate and timely processing of payroll updates such as new hires, terminations, and changes to compensation.
  • Prepares, maintains, and reviews detailed records and reports related to payroll activities.
  • Ensures full compliance with federal, state/provincial, and local payroll, wage, and hour laws, as well as industry best practices.
  • Coordinate with auditors by providing required documentation and payroll records during audits.
  • Evaluates and recommends improvements to payroll systems, software, and operational procedures to increase efficiency and accuracy.
  • Serves as the company’s subject matter expert and go-to resource for employee benefits.
  • Performs additional duties and special projects as assigned.

Required Qualifications:

 

  • Two to five years of related experience required.
  •  Extensive knowledge of the payroll function includes preparation, balancing, internal control, and payroll taxes.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and leadership skills.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient with ADP payroll software.

Education:

  • Bachelor’s degree in human resources, Business Administration, or related field required
