General Description: The Chief of Security is responsible for all Virginia Spaceport Authority’s physical and technical security programs. This includes the development and implementation of policies and procedures related to the security of all physical property, assets, and people (including employees, clients, contractors, and visitors) in collaboration with other department heads as appropriate. This position also oversees all coordination with government and intelligence community customers. The Chief of Security reports to the Spaceport General Manager and is the principal advisor to the CEO and to the Spaceport General Manager on all security matters. 

 

Responsibilities and Duties:  

  1. Establishes and manages physical security requirements across all VSA facilities and operations, including SCIF and personnel security clearances, and specific individual protection as situationally required.
  2. Ensures proper contractual requirements, deliverables, security standards and specifications are met for VSA facilities and included in all customer agreements and applicable contracts.
  3. Develops budget and schedule requirements for all assigned security programs.
  4. Creates and manages processes targeted at reducing overall cost while increasing effectivity.
  5. Establishes, implements, monitors, and reports Key Performance Indicators (KPI). 
  6. Creates and enforces policies and procedures for office activities.
  7. Through effective leadership and mentorship, develops Security Department employees to ensure cohesive team efforts are employed to increase safety awareness throughout VSA.
  8. Ensures assigned workforce is trained in their respective tasks.
  9. Ensures a safe work environment for all activities.
  10. Determines operational security capability requirements as identified by mission needs, and anticipates expected challenges; develops and provides training to VSA employees to increase security awareness.
  11. Oversees and directs coordination with government and Intelligence Community customers.
  12. Facilitates multi-agency counterintelligence (CI) coordination to identify and mitigate threats to the Mid-Atlantice Regional Spaceport; develops training and provides operational security briefings to VSA employees, as required.
  13. Develops programs and formal agreements with federal government and Intelligence Community organizations to establish permanent sustainable secure facilities and environments to support assured access to space for the nation
  14. Represents VSA and coordinates with external security and law enforcement organizations. 
  15. Collaborates internally and externally, ensuring timely and complete communication with all stakeholders; communicates and coordinates with senior leaders, colleagues, and employees to improve communication across all VSA functional areas.
  16. Resolves problems identified within the assigned functional areas and develops mitigation plans for preventing similar future problems.   
  17. Routinely communicates activities, issues, and concerns to the Spaceport General Manager and the CEO as necessary; coordinates with the Chief Information Officer regarding network and cyber security.

 

 

EMPLOYMENT STANDARDS 

 

General Education Bachelor’s Degree required; advanced Degree preferred 

 

College: Bachelor’s Degree 

Major: Criminal Law or Law Enforcement preferred 

 

Job-Related Experience: A minimum of 10 years in a management role in federal or state law enforcement required. Intelligence community experience preferred. 

 

Certifications: Active TS/SCI clearance with CI polygraph or the ability to obtain/maintain a TS/SCI clearance with CI polygraph. Must within one year be able to qualify and maintain the appropriate firearms, less-lethal weapons, personal protection, and first aid/CPR/AED training and certifications. Must within one year be able to obtain and maintain Virginia Department of Criminal Services (DCJS) firearms and arrest authority. 

 

Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on Authority business.  

 


CONDITIONS OF EMPLOYMENT

  • Proficient with Microsoft Office or related programs.  
  • SharePoint experience preferred.

 

Abilities:  

  • Effective time management with a proven ability to meet deadlines.            
  • Demonstrated discretion and professionalism in dealing with confidential and sensitive issues.

Must be able to pass a pre-employment background check and drug test. 


Must be able to obtain and maintain eligibility for issuance of a NASA credential.
