The Planning & Development Department is seeking a collaborative, strategic leader to supervise our Building & Permit Services Public Works Review & Erosion Teams. In this leadership role, you’ll guide teams that sit at the heart of the City's development review process, ensuring projects meet our community's standards for safety, sustainability, and quality of life.

As the BPS PW Review Team supervisor, you'll oversee staff who review development applications with a focus on Public Works related elements including stormwater, wastewater, floodplain development, transportation, access management, and other impacts to the right-of-way. Supervising the Erosion Team, you’ll oversee staff who review and approve erosion prevention permits as well as inspect and enforce to ensure outcomes are met. You'll provide both teams direction, mentorship, and technical expertise to the team, while ensuring consistency in applying Federal, State, and local regulations.

You'll collaborate across multiple City divisions, working with engineers, design professionals, developers, public agencies, and community members to develop solutions, resolve conflicts, and deliver clear, high-quality guidance. At the same time, you'll manage workloads, support professional growth, and foster an environment where staff can thrive and deliver exceptional customer service.

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA)

Position Duties

  • Provides day-to-day leadership around work responsibilities and guides plan review coordination processes performed by permit review staff; ensures a high-performance customer service work environment through listening, effective communication and utilizing a diverse set of coaching skills.
  • Oversees and supervises the staff responsible for the intake, review of construction documents/plans, erosion inspection, and erosion enforcement process for residential, commercial, and industrial projects for compliance with provisions of adopted development regulations; Integrates strengths of individuals into an effective unified team; Supports staff in their administration of Federal, State, and local regulations and their consultation with home owners, developers, architects, engineers, contractors, and the general public relating to regulatory issues.
  • Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
  • Serves as a member of the permit review management team; responsible for team achieving Division and Department vision goals, and objectives within budgets, policies and procedures; may act in the capacity of other supervisors or managers in their absence.
  • Identifies and instills in team desired work culture and develops policies, procedures, processes and methods consistent with the future-focused Department vision, objectives and goals; develops work plans and schedules which are adaptable and flexible to meet the changing needs of customers and coworkers; sets priorities; directs, researches and assigns special projects as necessary; coordinates with Public Works Engineering, FEMA, DEQ, and Building Official in decision making related to application of appropriate codes, provides advice and interpretation of City policies and procedures.
  • Ensures the workplace safety of staff on construction sites, adhering to OSHA and other environmental regulations for workplace safety.
  • Determines work procedures and ensures even distribution of workflow, studies, and standardizes procedures to improve efficiency and effectiveness of assigned work. 
  • Invests in partnerships in and outside of City organization; Attends and serves on a variety of City committees, commissions and task teams providing a  permit review process perspective; serves as liaison to engineers, developers, architects, attorneys, City staff, other public agencies and contractors to resolve code issues related to specific construction projects; answers questions and provides information to the public; and investigates complaints and recommends corrective action as necessary to resolve complaints.
  • Models respectful working relationships and creates a workplace that supports all employees; supports City leadership in successfully responding to the changing needs of a diverse organization and the commitment to equity and human rights. 
  • Performs other duties of a similar nature or level as required by management to meet the needs of the Division and Department.

Minimum Qualifications
Experience
Five years of progressively responsible experience in a similar regulatory environment or related field, including two years of administrative and supervisory experience.
 
Education
Bachelor's degree from an accredited college or university in environmental science, project management, engineering, or a closely related field.

Work Conditions
Primary work environment is a climate-controlled office setting. Regular focus on a computer screen. Daily standing and sitting for prolonged periods. Occasional attendance at meetings or activities outside of the standard work week. May deal with stressful situations or distraught individuals. Subject to many interruptions and pressure to due to multiple calls and inquiries. Occasional use of a motor vehicle on public roads.

Bilingual Pay Benefit

This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.


Non-Represented Retirement Program

Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.


From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
